영문 초록

The concentration of power intrinsic to representative government is seen by some as tending to create corruption. In direct democracy, the possibility for corruption is reduced. In the local government the problem of corruption ist much worse. Therefore the need of citizen participation in the process of decision-making of local government increases. Direct democracy, where people vote directly for issues concerning them, would result in greater political transparency than representative democracy. Modern Democracy is called as participatory Democracy. This paper reviews direct democracy system in the level of local autonomous entity as method to prohibit local corruption. Korea has maintained to create opportunities for local residents to make meaningful contributions to decision-making in local government, and sought to broaden the range of opportunities. Many institutions of direct democracy has been introduced, such as municipal ordinance initiative, recall, inhabitants' voting, citizen audit system, citizen suit. These legal system contributes to supplement the lack of transparency in local assembly and block corruption in the society of local citizen
