영문 초록

The objective of this study was to explore whether the communicative consensus process among the participants was rational or not in the districts of Jeju City released from the regeneration promotion. For this purpose, this study conducted positive analysis using six indexes on the rationality of communicative consensus process among the participants in the course of planning the urban regeneration project. According to the results of this study, communication among the local residents of the urban regeneration districts was not active throughout the promotion of the urban regeneration project. Particularly among housing or commercial tenants, communication was not smooth in terms of all the measured variables, and tenants who thought the urban regeneration project unacceptable had to participate in the project unwillingly and passively. Such a difference in socioeconomic position had a significant effect on communication. For the activation of smooth communication, local residents’ socioeconomic aspects should be surveyed first. Furthermore, a public sphere should be prepared so that the residents have opportunity to express their opinions in the course of planning an urban regeneration project, and a council should be organized among the participants. In order to reach consensus, what is more, all the participants involved directly or indirectly in the urban regeneration project need to make basic plans through a rational communicative consensus process. Such a rational communicative consensus process based on smooth communication among the participants will prevent conflicts among the interested parties and the alienation of the socioeconomic minorities, and reduce social costs resulting from the delay or cancellation of the urban regeneration project.
