특수 경비원의 교육훈련 개선방안에 관한 연구

국문 초록

21세기 급변하는 사회변화와 환경은 개인의 생명과 재산은 물론 국가적 안위와 경제에 지대한 영향을 미치는 국가중요시설에도 그 영향을 가져왔다. 특히 근래에 들어 테러 집단들의 활동과 양상이 다양화함에 따라 국가적인 차원에서 국가중요시설의 경비문제는 그 어느 때보다 중요성이 증대되고 있으며 사회적 공감대도 어느 정도 형성되었다 본다. 하지만 국가중요시설 경비의 현장근무자인 특수 경비원에 대한 내실 있는 교육훈련과 시설유형에 맞는 실질적 교육체계가 미흡한바 이를 개선시킬 방안이 다음과 같이 정립되어야 한다. 첫 번째로, 형식화된 특수 경비원의 신임교육체계를 강화해야한다. 두 번째로, 국가중요시설 유형별 전문화 교육프로그램을 실시해야 한다. 세 번째로, 전문교육기관 및 전문 강사 운용체계가 보완되어야 한다. 따라서 현재의 특수 경비원 교육훈련체계가 다소 형식적이고 내실화되지 못한 부분을 개선하고, 국가중요시설 유형별 전문화 교육을 통하여 현장에서 실전적으로 활용될 수 있는 교육프로그램이 적용되며 이를 위해 통일화된 교육을 위한 전문교육기관과 전문 강사가 운용되어 지금보다는 좀 더 내실화되고 현실적인 적용이 가능한 교육훈련의 개선방안을 제시하고자 한다.

영문 초록

The current changes in the environment of the 21st century has affected national safety and important national institutions, which impact on the national economy, individual lives as well as prosperities. The importance of guarding national special institutions is improving these times than the past as the scope of terrorist activities vary, so the social sympathy about that is formed to some extent. However, the practical education system for special guard of national institutions as field work is necessary and the present education training system should be improved. We suggest how to solve this issue with the following solutions. Firstly, the formal trust education for special guards should be reinforced. Secondly, specializing education to each pattern should be executed. Lastly, professional education institutions and professional instructor systems are complemented. Therefore, the problem of present formal and unpractical education for special guards would be improved and the practical education program should be adopted to field through specializing education according to important national institution patterns. It will be more practical and effective solution for special guards through training by professional and united education system.
