국문 초록

본 연구는 북한의 급변사태가 재난의 형태로 남한에 작용할 것이라는 관점에서 지금까지의 북한 급변사태관련 각종 논문과 언론 자료를 중심으로 언급된 북한사회의 불확실성을 재난관리 이론에 적용하여 대응방안과 북한의 급변사태 시 적시적인 치안유지활동이 재난관리의 핵심요소라고 판단하여 이를 위한 사전준비의 중요성을 제시하고자 한다. 북한의 급변사태는 한국에게 가장 심각한 재난관리 문제이다. 불확실성은 재난을 예측하고 대비하기가 어렵게 하며, 특히 북한에서의 모든 환경은 외부에 공개되거나 충분한 정보를 제공하지 않고 차단된 상태에서 일정한 위험의 징후조차도 알 수 없다는 데에 한계를 지니고 있다. 북한 정치체제는 계급투쟁에 의한 숙청과 경제난에 의한 생활고, 미사일 발사 등 무력도발은 오늘날 북한정권의 비정상적 국가운영 실상으로 불확실성은 증대되고 있으며, 이로 인한 한반도에서의 재난으로 작용할 북한 급변사태의 가능성은 더욱 근접해 있다는 평가가 많다. 급변사태 발생 가능성에 대한 예측의 구체성을 확보하기 위해 지금까지의 독재 및 왕조국가에서 발생한 사례를 중심으로 북한에서 긴급사태를 촉발할 수 있는 요소를 도출하여 연구 검토하였다. 연구결과 북한 급변사태라는 재난관리를 예측하기 위해서는 북한에서의 불확실성을 남한의 대응능력 가능범위로 줄이는 활동과 북한지역에서의 치안능력 확보를 위한 군경의 통합된 안정화 작전능력이 필요하다.

영문 초록

This study suggests that it is crucial to have plan for possible internal crisis of North Korea as this will likely influence Republic of Korea as a means of disaster. So in reference to academic papers and broadcasted media contents which deals with uncertainty of North Korea. this paper will apply disaster management theory internal crisis to emphasize the impotance of conducting timely public security actions for emergency. The sudden change of North Korea is the most serious disaster provides obstacles issue for Republic of Korea. The uncertainty of disaster provides obstacles on preparation and identification of disasters. Especially, circumstance in North Korea has been limited as it is difficult to recognize even a clue of what is happening internally. Due to internal power game of political elites, hardships for North Korean civilians caused by economic crisis and provocation through missiles have shown North Korea's abnormal nation management. All of factors have contributed assessment that possibility of uncertainty as well as internal crisis which can also influence Republic of Korea have increased. This study provides prediction about possibility of emergency triggered by elements centering around example in the despotic and dynastic state up to the present. The result of this study suggest that in order for the Republic of Korea to adequately respond to crisis in North Korea. it is crucial to reduce the uncertainty to the level where they can manage under their capacity and acquire capability to secure public security and conduct stabilizing operational capability between military and police to conduct stabilizing operation.
