범죄지도의 활용과 공개

국문 초록

현실에서 전개되고 있는 정보통신기술의 발달은 경찰활동의 과학성 제고와 경찰정보의 공개ㆍ개방을 강하게 요청하며 그 중심에 범죄지도가 위치하고 있다. 종래 범죄지도의 활용 및 공개와 관련된 논의들은 대중매체가 주도한 반면 이에 대한 학계의 논의는 상대적으로 부족했다. 이 연구에서는 범죄지도에 대한 전반적인 소개와 함께 활용과정에서의 주요 쟁점들을 체계적으로 고찰함으로써 향후 합리적 활용 가능성을 높이고자 시도했다. 범죄지도는 범죄를 주제로 한 지도로 19세기 초반부터 활용되기 시작했다. 연구자들 중심의 활용은 이후 실무자에게로 이어졌고 정보통신기술의 발달과 지역사회경찰활동 철학은 경찰조직을 넘어 시민들에 대한 공개를 강조하고 있다. 정확성과 적시성을 갖춘 범죄정보의 제공을 통해 시민들의 합리적 행동을 지원하고 안전관련 주민참여를 활성화하며 지역 내 다양한 요소들 사이의 소통과 협력을 도모하는 매개체로 활용하자는 것이다. 우리나라에서도 경찰은 GeoPros를 활용하고 있으며 행정자치부에서는 치안분야 생활안전지도를 인터넷과 모바일을 통해 시민들에게 공개하고 있다. 하지만 범죄지도는 범죄 자료들을 지도화한 것으로 그 과정에 다양한 문제들(암수범죄, 지오코딩 오류 등)이 개입하며 이들은 범죄지도의 효용성을 제약하게 된다. 나아가 범죄지도를 시민들에게 공개할 경우 프라이버시 침해를 비롯한 예기치 않은 다양한 문제들이 발생할 수도 있다. 범죄지도는 현실 상황에 따라 순기능과 역기능 모두를 초래할 수 있다. 그러므로 내부 활용이나 외부 공개를 위한 합리적 방안들이 마련되어야 하며 이를 위한 몇 가지 대안들을 제시해 보았다.

영문 초록

This study examined critical issues about the use and public disclosure of crime maps. The use of crime maps as a tool for policing has a long history and with the development of GIS technology, many police agencies seek to implement computerized crime mapping systems to rationalize their policing activities. The public right to information about local crime and community policing philosophy stressing citizen participation in policing require the publication of maps of crime via various methods. However, the crime maps are not problem-free and some technical and ethical issues surrounding crime mapping should be addressed carefully. First, there are many hidden crimes which are not represented on the map. Many crimes are not reported to the police and in a victim survey in Korea, the official police figures were estimated to record less than one fifth of all Person-target crimes and one third of all House-target crimes. And in some cases, police officers have the difficulty in recording reported crimes. Second, potential sources of error in the geocoding process - turning descriptive locational data such as a postal address or a named place into an absolute geographic reference - which is a basic fundamental component of crime mapping can adversely affect the utility of the map. Geocoding quality can be the byproduct of the interaction between crime data, reference database accuracy and software issues which are hard to overcome. Third, public disclosure of crime maps has the potential to cause invading personal(victim) privacy, falling house prices, generating spatial labelling, and increasing business(private security) marketing. According to this analysis, some rational measures for the police to use and disclose crime maps are suggested.
