The purpose of the study is to search for solutions to boost local economy on the basis of the spirit of creative economy. It gropes for new directions based on creativity or convergence in the important domains which shape the local economy. It considers important local issues concerning public service, urban and rural community, promotion and attraction of business enterprises, social enterprise, tourism, local autonomous ecosystem, etc. It suggests various solutions for the problems that the regions are now facing, which rely on the businesslike point of view that emphasizes efficiency and effectiveness. And local needs are generally approached with a social welfare viewpoint. The most important plans to promote the local economy on the basis of creativity can be summarized as follows. 1) Creative public administration: expansion of the recruitment from other industries and regions, creative leisure rather than constant focus on work, brain storming, horizontal communication. 2) Creative city: convergence of local governance, urban development for local communal life. 3) Promotion and attraction of business enterprises: adventurous venture funds from government, education-industry complex, hub-network for the coordination of business-promoting programs from diverse institutions, managerial support rather than subsidy or hardware construction, specialist group for consulting and education, systematic promotion for one-person creative enterprise. 4) Rural community: vitalization of sextic industry, communal support for emotional and economic settlement of urban-to-rural returners, invigoration of cooperative association, enhancement of public service. 5) Social enterprise: systematic incubation, business capability promotion rather than subsidy, economics of scale on the basis of connection and cooperation, development of niche market neglected by strong competitors. 6) Ecosystem for creative economy: promotion of local creativities through gradual decentralization
