우리나라 축산업 국제경쟁력 제고를 위한 정책 방안 연구

국문 초록

본 연구는 축산업의 수출확대를 위한 정책방안을 제시하는데 목적이 있다. 이를 위해 다양한 부문의 축산업분야 전문가들을 대상으로 향후 정부의 축산업 지원정책의 우선순위를 분석하고, 이를 활용하여 축산업 직접당사자와 간접당사자간의 만족도 비교를 통해 정책방안을 도출해 내고 해외사례 분석을 통해 효과적 방안을 제시하였다. 연구변수는 기존의 선행연구를 바탕으로 선정하였고, 분석은 각 계층화된 모형의 쌍대비교에 의한 단계별 의사를 파악하고자 계층분석적 의사결정법(Analytic Hierarchy Process; AHP)을 활용하였고, 이를 통해 축산업 직접당사자와 간접당사자간의 만족도 인식비교를 하고자 T-test를 사용하였다. 본 논문이 시사하는 바는 첫째로, 현재 우리나라 축산업은 총체적인 위기를 맞고 있으며 과도기에 봉착해 있다는 전제 하에 축산업의 국제경쟁력 제고를 위해서는 축산물 수출역량 강화를 모색해야 한다는 것이다. 두번째는 생산과 공급부문의 정책지원이 뒷받침되어야 한다는 점이다. 셋째, 물류 유통부문에서는 정책지원으로 이력제 강화와 계열화 지원을 추진해야 한다. 마지막으로 유통부문에 계열화는 생산단계에서 소비자에게 이르기까지 5단계에서 7단계에 이르고 있는 복잡한 유통구조를 축소하여 단일화하고 물류비용을 절감시킴으로써 가격경쟁력을 개선할 수 있으며 이를 수출전진기지와 연동하여 수출경쟁력을 제고하는데에도 정책지원의 효과를 얻을 수 있을 것이다.

영문 초록

Purpose : This study aimed to present policies for increasing exports for livestock industries. Research design, data, methodology : Study variables were selected based on existing studies and analyzed with Analytic Hierarchy Process(AHP) to study step-by-step intentions through paired comparison of each hierarchical models and used T-Test to compare satisfaction between direct and indirect livestock industry players through this. Results : Based on the importance analysis result through AHP, as being a policy measure to enhance domestic livestock industry, it was analyzed the export support sector is the most important in which the disease free is recognized as the most important. In this sector, expert training is derived as significant, and the production facility, environmental protection as to production/supply traceability system, support to systemization as to logistics, distribution indicated significance. Regarding the analysis result as to the satisfaction between parties, the satisfaction of the policy support to the parties receiving direct support in the field of livestock industry indicated lower satisfaction compares to the indirect parties implementing policy support in all fields. Conclusions : The study found that firstly it’s necessary to find ways to improve export competencies to increase national competitiveness based on assumption that current domestic livestock industry is in crisis and is at a transition period. Secondly, there need policy supports on production and supply. Livestock traceability system should be improved and promote systemization for distribution sector. Systemization in distribution will simplify complicated distribution structure stretching to 5~7 steps from production to consumers and reduce distribution costs to improve price competitiveness and this will improve export competitiveness by linking with advanced export base.
