영문 초록

To govern the country, stabilization of the country's politics, society and economy is needed. If not, there must be social unrest and then the common people easily raise a revolt or give up their nationality. For their life stability, a king promoted agriculture and the cultivation of rice fields, and improved water installations to pursue the nation's productive capacity. There was a system called the System of Zinhyul(賑恤制) to save the people who starve. According to this system, the nation distributed the harvested grains for free to starving people or reduced a tax. Recently a wooden tablet called 좌관대식기 was excavated from Ssangbikli Buyeo which proves that Baekje had the system called the System of Zinhyul (賑恤制). It is written on the Zoagwandaesikgi(佐官貸食記木簡) that a government office lent the grains to the people and collected the grains with interest. After analyzing the contents of the wooden tablet, it was found that the people who were offered the grains on loan were living in the capital of the kingdom. The government office which was in charge of this relief work was 좌관. Its superior government office which administered the Zoagwan佐官) was the Owogyungbu(外部). Around the area which the wooden tablet was found. there must be the storages which were administered by the Owogyungbu(外部).
