결혼이주여성을 위한 다문화가정 지원사업의 경제성 분석

국문 초록

본 연구는 경북지역 다문화 가정방문지원사업을 중심으로 경제성을 분석하여 정책적 함의를 도출하고 사회복지사업의 타당성 평가와 관련된 학술적 연구기반을 확대하는 데 목적이 있다. 본 조사는 사업 전후 조사를 하였고, 사전 및 사후 각 401명의 응답지가 본 연구 대상으로 사용되었다. 조사결과는 다음과 같다. 첫째, 비용⋅효과분석방법을 이용하여 경제성을 평가한 결과 결혼이주여성을 위한 다문화 가정방문지원 사업이 가져온 문화적응의 사회적 편익이 사회적 비용을 크게 초과할 것으로 추정된다. 둘째, 비용⋅효과분석결과 결혼이주여성을 위한 다문화가정 방문지원사업이 가져온 부정적 정신건강의 감소로 인한 사회적 편익은 사회적 비용보다 아주 클 것으로 추정된다. 나아가 본 연구의 결과는 사회복지분야에서 경제성 평가의 유용성을 확인하였다.

영문 초록

The purpose of this study is to evaluate economically the “home visiting supporting program” which was run by the supporting centers for multicultural families in Kyungpook Province. This evaluation was conducted by the pre-post test. The study subjects were female marital immigrants who were involved in the “home visiting supporting program” run by 10 supporting centers for muticultural families in Kyungpook Province at 2008. In the first survey, data of 640 marital immigrant women were collected. Six months later, data of 599 marital immigrant women were collected in second survey. Since the main objective of this study was to determine the cost-effectiveness of this programs, 401 same cases for pre-post test were examined for this study. Findings and implications of this study are summarized as follows. First, based on economic evaluation, it is estimated that social benefit of cultural adaptation improvement brought by home visiting supporting program for marital immigrant women exceeds their social cost substantially. Second, based on economic evaluation, it is also estimated that social benefit of negative mental health reduction brought by home visiting supporting program for marital immigrant women exceeds their social cost largely. Based on these results, it is thought that economic evaluation in social work area would be employed largely.
