여론과 정책 - 민주화 이후 한국정부의 정책응답성

국문 초록

  이 논문은 민주적 책임성의 확보를 위해서는 민주정부가 응답적이어야 한다는 전제 하에 민주화 이후 한국 정치에서 정부가 실질적 응답성을 지니고 있지 못하다는 것을 경험적으로 논증한다. 두 가지 분석을 수행한다. 먼저 최근 10년 간 여론과 정책의 일치도를 시계열, 이슈별로 분석함으로써 양적인 측면에서의 응답성이 존재한다는 것을 밝혀내고, 노무현 정부의 신행정수도 이전 사례 분석을 통해 여론의 변화가 정책의 변화를 야기하지 못한다는 것을 밝힘으로써 노무현 정부의 응답성은 조작된 응답성이라는 것을 논증한다. 노무현 정부의 신행정수도 이전 정책의 선택이 가장 응답성이 높을 것으로 기대되는 사례를 분석한 결정적 사례 연구라는 점에서 이는 한국 정부의 실질적 응답성이 확보되지 못하고 있다는 점을 시사한다. 이러한 분석을 통해 이 논문은 인민의 완벽한 대리인으로 행동한, 그래서 인민의 최선의 이익을 위해 행동한 대표와, 그렇지 못한 대표를 구분하는 기준을 제시함으로써 다음 선거에서의 회고적 투표를 통해 민주적 책임성을 확보할 수 있는 하나의 길을 제시한다.

영문 초록

  Democratic government needs to be responsive to their people in order to increase democratic accountability. Two empirical analyses are conducted to examine whether recent governments in South Korea have substantive policy responsiveness or not. Empirical analysis on the correspondence between public opinion and policy direction during the last decade reveals that recent governments in South Korea have shown responsiveness in a number of ways. However, in a case study which analyzes the New Administrative Capital Policy of the Roh Government, the responsiveness of the Roh Government is proved to be not substantive but simulated because the direction of policy change goes opposite to that of public opinion change. Since the Roh Government"s New Administrative Capital Policy is the critical casewhich is most likely to have the highest substantive responsiveness, this  result implies that there is no substantive responsiveness among the governments in South Korea. Through these analyses, this article suggests that we need to distinguish representatives which act in the best interest of the represented and those who don"t. In addition, this study also indicates that policy responsiveness of government is a crucial indicator of judging the quality of representative government.
