경계가 생활에 미치는 영향에 관한 기초연구

국문 초록

본 연구는 우리나라의 영토에서 규정하고 있는 주요 경계가 우리 생활에 미치는 영향을 분석하고 문제점을 검토하여 국내·외적으로 발생하는 경계분쟁 등의 효율적인 해결방안을 고찰하는데 목적이 있다. 정부는 인접국가와의 배타적 경제수역(EEZ) 획선에 대비하기 위한 실무대책반을 구성운영하고, 각종 경계분쟁의 재발 방지 및 자국민보호를 위한 안전대책 등을 마련해야 할 것이다. 경계로 인한 분쟁의 소지를 없애고 이를 최소화하기 위해서는 국민들의 혼란과 생활에 불편을 끼치고, 정부의 행정 능률을 저하시키는 요인이 되고 있는 지역을 적극 발굴하여 경계조정을 추진 할 수 있는 예산적인 지원 및 제도적인 지원이 필요하다. 경계분쟁 지역은 거주하는 주민편의 및 의사를 최대한 존중하고, 면적의 차이는 자연·인공 지형물을 통해 조정하는 기본적인 원칙을 세워야 할 것이다. 마지막으로 국내·외의 경계문제를 민·관·학·연 등이 참여하여 종합적으로 분석 연구하고, 각종 경계분쟁을 조정·심의하기 위한 범정부차원의 중립적인 한국경계조정심의회(가칭)의 설치를 제안한다.

영문 초록

The purpose of this study is to analyze the influences of main boundaries defined in our boundary on our lives and to look into the effective ways to solve the problems in an effective manner such as boundary disputes occurred domestically and internationally. Government should organize a working-level response team for the confirmation of the Exclusive Economic Zone(EEZ) with neighboring countries and prepar~ various security measures for preventing diverse boundary disputes from happening and for protecting our people. In order to eliminate and minimize the foundation on the boundary disputes, it is necessary to develop the areas that cause the people to feel confused and make their lives inconvenient, and it is also necessary to correct the causes, by which the administrative efficiency of government gets worse. Eventually, it is necessary to have a financial and systematic support that can promote the boundary adjustment. In terms of the boundary disputed area, the government should consider the residents and their opinions in the given areas as much as possible. Meanwhile, the government will have to establish a basic principle that can adjust the scope of area through natural and artificial objects for topography. Lastly, it is absolutely necessary for the cluster of 'Civil, Authority, University and Research Center' to pay special attention to, analyze and do researches comprehensively on the territorial problems both domestically and internationally. Meanwhile, it is suggested that the government should build up a neutral government-level Korean Council for Boundary Adjustment(provisional name) for the adjustment and deliberation of various boundary disputes.
