국문 초록

1909년 7월 사법 및 감옥 사무가 일본에게 위탁됨에 따라서, 한국의 감옥 관련사무는 강제적으로 일본에 귀속되었다. 이후 한국에서는 범죄인에 대한 보호 사업이 반민반관(半民半官)의 성격을 가진 채로 전개되었다. 이러한 상황 속에서 사법보호단체로 명명되었던 경성구호회는 통감부와 조선총독부가 소재하며 일제의 근거지이자 중심지로 기능하였던 식민도시 경성부(京城府)에 자리잡고 있었다. 경성구호회는 1913년 7월 18일 경성구호원(京城救護院)이라는 단체를 승계하여 설립되었으며, 주로 서대문형무소와 경성형무소에서 출옥(소)한 범죄인에 대한 보호를담당하였다. 본고에서는 재단법인 경성구호회에서 발행한 『昭和十二年度事業狀況報告』와 『昭和十五年度事業狀況報告』를 통해서, 경성구호회의 조직 운영과 인적 구성을 확인하고자 한다. 경성구호회의 구성과 활동을 확인할 수 있는 사료는 단편적으로 확인할 수 있다. 이처럼 현재까지 회보(會報)와 같이 경성구호회가 자체적으로 발행한 흔적을 검토할 수 없는 상황에서, 경성구호회를 연구하는 데 크나큰 단초가 될 수 있을 것이다. 또한 경성구호회가 반관반민의 인적 구성을 가지고 있던 사법보호 단체였으며, 일제강점기 사법보호사업을 비롯한 사회사업을 경성부를 중심으로 활발하게 펼쳤던 총독부의 관변적 성격의 단체였음을 이해하는 데 기여할 것으로 여겨진다.

영문 초록

In July 1909, when judicial and prison affairs were transferred to Japan, Korea's prison administration was forcibly brought under Japanese control. Thereafter, rehabilitation programs for offenders in Korea took on a semi-governmental, semi-private form. Under these circumstances, the Gyeongseong Relief Association, designated as a judicial protection organization, was established in Gyeongseongbu, a colonial city that housed the Residency-General and the Government-General of Joseon, serving as the central base of Japanese colonial rule. The Gyeongseong Relief Association(京城救護院) was established on July 18, 1913, succeeding an organization called Gyeongseong Relief Institute, and was primarily responsible for providing protection to offenders released from Seodaemun Prison and Gyeongseong Prison. This paper examines the organizational operations and personnel composition of the Gyeongseong Relief Association. Historical sources documenting the organization and activities of the Gyeongseong Relief Association are available only in fragmentary form. As demonstrated here, in the absence of access to the Gyeongseong Relief Association’s own publications such as 會報, these reports could serve as a crucial starting point for research on the organization. It is also expected that this study will contribute to understanding the Gyeongseong Relief Association as a judicial protection organization with semi-governmental, semi-private personnel composition that operated as a government-affiliated entity under the Government-General, actively carrying out judicial protection and other social welfare programs centered in Gyeongseongbu during the colonial period.
