국문 초록

본 연구는 내전에서의 반군 승리를 단일한 정권 교체로 이해하는 것이 아니라, 내전 이후(post-conflict) 시기로까지 확장되는 복합적이고 다층적인 과정으로 재개념화한다. 2024년 시리아 내전과 하야트 타흐리르 알 샴(HTS)의 부상을 분석하면서, 내전 이후 군사적 승리만으로 지속 가능한 질서가 확보될 수 있는지를 묻는다. 분석 결과, 제도화, 정당성, 국제적 승인이 결여될 경우 새로운 정권은 취약하며 불안정이 재발할 가능성이 높다는 점이 드러났다. 시리아 사례는 단순한 군사적 승리만으로는 충분하지 않음을 보여주며, 반군 승리를 지속적 과정으로 평가할 필요성을 강조한다. 이러한 관점은 향후 중동 지역 내전 연구에 이론적 통찰을 제공하고, 전후 평화 구축을 위한 정책적 지침에도 기여할 수 있을 것이다.

영문 초록

This article reconceptualizes rebel victory in civil war not as a singular regime change but as a complex, multi-layered process extending into the post-conflict period. Examining the 2024 Syrian civil war and the rise of Ha’yat Tahrir al-Sham (HTS) through the perspective of institutionalization, legitimacy, and international recognition, it asks whether military victory alone secures sustainable order. The analysis demonstrates that without institutionalization, legitimacy, and international recognition, new regimes remain fragile and prone to renewed instability. The Syrian case illustrates that mere battlefield success is insufficient, highlighting the need to evaluate rebel victory as an ongoing process. This perspective provides theoretical insights for future research on civil war in the Middle East and policy guidance for post-conflict peacebuilding.
