광양항 항만운송관련산업 동태적 경영 효율성 분석

국문 초록

우리나라는 수출 의존적인 경제 구조 속에서 해상운송에 기반한 항만산업을 발전시켜 왔다. 항만운송관련산업은 항만산업의 필수 기반이 되는 서비스를 제공함으로써, 항만의 부가가치 제고와 경쟁력 강화에 핵심적으로 기여하고 있다. 하지만, 항만운송관련산업의 영세업체 난립, 낮은 수익구조, 재정 어려움, 인력 문제 등으로 경쟁력이 열위한 상황에 놓여있다. 이에 본 논문은 2019년부터 2023년까지의 광양항 항만운송관련산업체의 경영지표를 활용하여 항만운송관련산업의 체계적인 육성과 고도화를 추진하기 위한 정책적 시사점을 SBM-window model 분석을 통해 제시하고자 한다. 동태적 경영 효율성 분석 결과, 광양항의 선용품공급업과 선박연료공급업은 높은 수준의 동태적 경영 효율성을 나타내는 반면, 항만용역업, 선박수리업, 컨테이너수리업은 동태적 경영 효율성이 낮은 수준으로 나타났다. 또한, 기간별 Window 효율 척도 결과, 일부 업종은 경영 효율성을 높이기 위해 자본 감축 및 수익성 개선이 요구되는 것으로 나타났다. 이러한 결과를 기반으로, 본 논문에서는 광양항 항만운송관련산업의 경영실태 수준에 따라 업종별 우선적 고도화 전략 도입과 갱신제도 도입의 필요성을 강조하였다.

영문 초록

South Korea has developed a port industry centered on maritime transport within an export-dependent economic structure. In this context, the port-related industry contributes to enhancing the added value of ports and strengthening competitiveness by providing essential services. However, despite the industry's significant roles and functions, its competitiveness remains weak due to the influx of small businesses, a low profit structure, financial difficulties, and manpower issues. Therefore, this paper aims to present policy implications that can promote the systematic development and advancement of the port-related industry through SBM-Window model analysis, utilizing actual management indicators from port-related industries located in Gwangyang Port from 2019 to 2023. The dynamic management efficiency analysis revealed that the ship supply business and the ship fuel supply business at Gwangyang Port exhibit a high level of dynamic management efficiency, while the port service business, ship repair industry, and container repair business demonstrate low dynamic management efficiency. Additionally, the window efficiency scale analysis indicated that some industries require capital reduction and profitability improvement to enhance financial efficiency. Based on these findings, this paper emphasizes the need for a prioritized upgrading strategy and the implementation of an update system tailored to the business conditions of the port-related industry in Gwangyang Port.
