集安지역 고구려 세계문화유산의 정비 현황과 활용 실태

국문 초록

본고에서는 중국 吉林省 集安지역에 위치한 고구려 세계문화유산 등재 유적에 대한 정비 현황 그리고 集安市의 고구려 세계문화유산 활용 실태를 살펴보고자 하였다. 집안시는 UNESCO 세계문화유산으로 등재된 고구려 유적 가운데 국내성, 환도산성, 장군총, 광개토왕릉비, 산성하고분군, 벽화고분 등을 핵심 유적으로 삼아 대대적인 조사·정비·보호 사업을 추진하였다. 유적별로 국내성과 환도산성에 대해서는 성벽과 각종 부속 시설을 발굴·복원하는 한편 주변 환경 개선 사업을 실시하였고, 장군총과 광개토왕릉비의 경우에는 유적 본체와 주변 지형 변화에 대한 지속적인 모니터링을 수행하였다. 산성하고분군에 대해서는 일부 고분을 대상으로 항공 촬영과 3D 모델링을 진행하였고 일부 구역을 ‘고구려고분 야외박물관’으로 조성하였다. 그리고 벽화고분의 경우에는 벽화 훼손 방지를 위한 데이터를 축적하고 이를 바탕으로 과학적 보호 조치와 3D 복원 작업을 병행하였다. 고구려 세계문화유산으로 등재된 유적에 대한 집안시의 적극적인 조사·정비·보호 사업은 고구려 세계문화유산을 지역의 핵심 관광자원으로 활용하려는 전략적 조치로서 ‘우수 관광도시 특화’라는 정책 기조의 일환이었다. 집안시는 이러한 사업과 더불어 유적 중심의 관광 인프라와 서비스 품질을 지속적으로 개선하였고, 그 결과 고구려 유적 관광 풍경구(高句麗文物古跡旅遊景區)가 국가 5A급 풍경구(國家5A級景區)로 승격되기에 이르렀다. 집안시의 고구려 세계문화유산을 활용한 ‘우수 관광도시 특화’는 소기의 성과를 거두면서 관광객 수와 관광 수입의 증가를 견인하였고, 고구려 유적은 도시의 핵심 브랜드 자산으로 적극 활용되었다. 그러나 관광객의 급증은 유적 훼손의 위험성을 높이는 요인이 될 수 있으며, 상업적 목적에 기반한 무분별한 개발은 고구려 유적의 역사적 가치와 진정성을 훼손할 수 있다. 이러한 문제 제기는 고구려 유적에 대한 지속적인 관찰과 비판적 관심이 필요함을 명확히 보여주는 대목이라 하겠다.

영문 초록

This paper examines the maintenance status and current utilization practices of the Goguryeo World Cultural Heritage sites located in Ji’an City, Jilin Province, China. Ji’an has carried out extensive investigation, maintenance, and conservation projects centered on key heritage sites designated as UNESCO World Cultural Heritage. These include Gungnae Fortress, Hwando Mountain Fortress, the Janggun Tomb, the King Gwanggaeto Stele, the Sansongha Tomb Cluster, and the Mural Tombs. For Gungnae Fortress and Hwando Mountain Fortress, archaeological excavation and restoration of walls and various auxiliary facilities have been undertaken, along with efforts to improve the surrounding environment. In the cases of the Janggun Tomb and the King Gwanggaeto Stele, continuous monitoring of the monuments and their surrounding topography has been conducted. As for the Sansongha Tomb Cluster, aerial photography and 3D modeling were carried out for selected tombs, and part of the area has been developed into an “Outdoor Museum of Goguryeo Tombs.” Regarding the mural tombs, data have been systematically collected to prevent deterioration of the murals, and scientific preservation measures have been implemented alongside 3D restoration efforts. These active initiatives by Ji’an City for the investigation, maintenance, and protection of the Goguryeo heritage sites reflect a strategic approach to promote the sites as key local tourism assets, aligned with the city’s broader policy of developing a “Specialized Excellent Tourist City.” In tandem with these efforts, Ji’an has continuously enhanced its tourism infrastructure and service quality centered around the heritage sites. As a result, the Goguryeo Cultural Heritage Scenic Area was elevated to the status of a National 5A-Level Scenic Area, the highest rating for tourist attractions in China. Ji’an’s strategy to specialize as an “Excellent Tourist City” through the utilization of Goguryeo cultural heritage has achieved notable outcomes, including increased numbers of tourists and higher tourism revenues. The Goguryeo heritage has thus been actively employed as a core branding asset for the city. However, the rapid influx of tourists poses a risk of heritage degradation, and unchecked development driven by commercial interests threatens to undermine the historical value and authenticity of the Goguryeo sites. Such concerns underscore the need for sustained monitoring and critical attention to the preservation of these invaluable cultural assets.
