국문 초록

본 연구는 장기요양요원의 소득 수준에 영향을 미치는 요인을 소득분위별로 분석하고, 분석결과를 토대로 장기요양요원 처우 개선을 위한 실증적 근거를 마련하는 데 주안점을 두었다. 분석에는 보건복지부가 조사하고 통계청 마이크로데이터시스템에서 제공하는 2022년 장기요양실태조사 자료를활용하였으며, 연구방법론으로 분위회귀모형을 적용하였다. 분석 결과, 요양보호사는 모든 소득 분위에서 타 직종 대비 낮은 소득 수준을 보였으며, 방문요양·방문목욕·방문간호와 같은 재가급여 유형은 노인요양시설에 비해 특히 저소득 분위에서 불리한 소득 구조를 나타냈다. 또한 근무 지역별로는 농촌 지역이 대도시 및 중소도시에 비해 상대적으로 높은 소득 수준을 보이는것으로 분석되었다. 본 연구의 결과는 장기요양요원 노동시장이 직종, 급여유형, 지역에 따라 구조적으로 이질적인 특성을 지니고 있으며, 일부 집단에불리한 소득 구조가 집중되어 있음을 시사한다. 본 연구는 장기요양요원 처우 개선 정책의 구체화 및 차등적 접근의 필요성을 강조하며, 향후 정책 수립을 위한 기초자료로 활용될 수 있을 것으로 기대된다.

영문 초록

This study aims to suggest policy implications through empirical analysis of income determinants across different income quantiles of long-term care workers. With utilizing the 2022 Long-Term Care Survey data provided by the micro data information system(MDIS) of Statistics Korea, this study applied quantile regression models to identify income determinants by income quartile. The analysis results confirmed differences in most variables controlled for in the research model across income quantiles. The findings, derived while controlling for individuals' human capital, showed that the income advantage of care workers among long-term care personnel decreased as income quantiles increased. Regarding long-term care benefit types, home-visit care, home-visit bathing, and home-visit nursing were found to be disadvantageous in terms of income compared to care-giver, with this phenomenon being more pronounced in lower income quantiles. Additionally, work place in agricultural region were found to be more advantageous in terms of income than urban area. The main primary contribution of this study are twofold: First, it confirms that the income of long-term care workers is fragmented, highlighting the need for policy interventions to address these disparities. Second, by examining the income distribution among long-term care workers, the study evaluates the timeliness and alignment of current government policies and draws out important policy implications.
