국문 초록
This study explores the emerging need for shared welfare through the case of Damyang-gun, a designated Slow City in South Korea. As contemporary emotional trends shift toward tourism that embraces both urban and rural sensibilities, local communities are developing programs with regional governments to respond to such demands. In this context, Damyang-gun has taken a leading role in promoting sharing as a means of achieving coexistence. The study emphasizes shared welfare as a framework that leverages the area’s diverse cultural assets, natural environment, traditional food, and communal resources for both residents and visitors. By integrating the concepts of sharing economy and welfare services, the research positions shared welfare not only as an efficient use of resources but as a way to rebuild social trust, local networks, and community resilience. The case of Damyang-gun suggests that the principles of Slow City living—respect for place, time, and local identity—can serve as the foundation for constructing sharing hubs and cooperative governance systems. The study concludes that establishing a sustainable model for shared welfare requires trust between local stakeholders, recognition of shared values, and online–offline platforms for community engagement. Damyang-gun's efforts to develop shared welfare hubs and resource-sharing systems provide a prototype for other local governments seeking to balance quality of life, ecological mindfulness, and inclusive community development in the post-growth era.
