국문 초록

전환계획 수립은 전환교육의 첫 단계로서 그 중요성에도 불구하고, 실제 교육현장에서는 개별화전환계획(Individualized Transition Plan, 이하 ITP) 수립 및 운영의 제약이 존재한다. 본 연구는 특수교육 현장에서 표준화된 ITP 양식이 부재하다는 점에 주목하여, 한국형 ITP 양식을 개발하는 것을 목적으로 하였다. 연구방법은 전문가 패널 11명을 대상으로 수정된 델파이 조사를 실시하였다. 연구도구는 ITP 양식 유형･학교유형에 따라 구분된 ITP 작성 예시 4가지를 활용하였다: (1) 첨부형 ITP: 특수학교용, (2) 혼합형 ITP: 특수학교용, (3) 첨부형 ITP: 특수학급용, (4) 혼합형 ITP: 특수학급용. 수집된 폐쇄형 응답 자료의 기술통계, 내용타당도비율(CVR), 수렴도 및 합의도를 분석하였고, 개방형 응답 자료는 내용분석하였다. 연구결과, 첫째, ITP 양식유형 및 예시 구분에 대한 중요도 및 타당도는 4.36점-4.91점 범위로 나타났다. 둘째, 델파이 1차, 2차 자료분석 결과 첨부형 ITP, 혼합형 ITP 문항 모두에서 내용타당도 비율값이 최솟값 0.59보다 높게 나타났으며, 수렴도와 합의도의 기준을 충족하였다. 셋째, 최종 개발된 한국형 ITP 양식의 구조는 다음과 같다: (1) 한국형ITP 개요, (2) 한국형 ITP의 구성요소, (3) ITP 유형별 작성 방법, (4) ITP 유형별 작성 서식, (5) ITP 유형별･학교유형별 작성 예시. 본 연구는 현장 전문가들의 의견을 반영하여 한국 특수교육 현장의 요구에 기반한 ITP의구체적 양식과 학교유형별 작성 예시를 체계적인 연구절차를 통해 개발 및 제안하였다는 데 의의를 가진다. 본 연구는 전환계획의 법제화와 현장 적용의 효율성을 높이기 위한 실질적인 자료로 활용될 수 있으며, 전환교육의 질적 향상을 위한 교육계획 수립의 실효성 제고에 기여할 수 있다.

영문 초록

The development ofIndividualized Transition Plans (ITPs) has been consistently emphasized as acritical step in transition education. This study addressed the absence of astandardized ITP format in Korea and suggested a Korean-style ITP format. Amodified Delphi technique was conducted with 11 expert panels, using four ITP format by ITP category and school type: (1)Attached ITP for special schools; (2) Emerged ITP for special schools; (3)Attached ITP for special classes; and (4) Emerged ITP for special classes.Closed-ended responses were analyzed using descriptive statistics, contentvalidity ratio (CVR), convergence, and consensus; additionally, open-endedresponses were examined through content analysis. Expert ratings on importanceand validity ranged from 4.36 to 4.91. All items exceeded the CVR threshold of0.59 and met both convergence and consensus criteria. As a result, the fourinitial formats were retained, with revisions made to improve fieldapplicability based on qualitative feedback. The final ITP format included: (1)ITP format overview; (2) Components of ITP; (3) Instructions by ITP format; (4)ITP forms; and (5) Examples of ITP formats by educational setting. This studyoffers a practical, context-specific ITP model that reflects the needs ofspecial education in Korea, supporting both legislative development and thequality of transition planning.
