국문 초록

자율운항선박(MASS, Maritime Autonomous Surface Ships)의 도입은 해양안전 환경에 중대한 변화를 가져오고 있으며, 이에 따라 해양경찰의 기존 임무 체계 역시 근본적인 전환이 요구되고 있다. 본 연구는 자율운항선박의 핵심 기술적 특성을 중심으로, 해양경찰의 주요임무에 어떠한 영향을 미치는지를 분석하였다. 분석 방법으로는 계층분석기법(AHP)을 활용하였으며, 관련 분야 전문가들의 평가를 통해 임무별 상대적 중요도를 정량적으로 도출하였다. 이러한 분석 결과는 향후 해양경찰의 정책 수립과 조직 운영 방향을 설정하는 데 실질적인 기초자료로 활용될 수 있으며, 자율운항선박 시대를 대비한 선제적 대응역량 강화의 필요성을 강조하고 있다. 본 연구는 해양경찰관의 전문성 제고와 해양안전 체계의 고도화에 기여할 수 있는 기반 자료로서의 의의를 가진다.

영문 초록

The introduction of Maritime Autonomous Surface Ships is bringing significant changes to the maritime safety environment, necessitating a fundamental transformation of the existing mission structure of the Korea Coast Guard. This study analyzes how the core technological characteristics of MASS influence the primary duties of the Korea Coast Guard. Utilizing the AHP, expert evaluations were conducted to quantitatively determine the relative importance of each mission area. The findings offer valuable insights for future policy development and organizational planning, while highlighting the need for proactive capability enhancement to prepare for the MASS era. This research serves as a foundational reference for strengthening the professionalism of Korea Coast Guard personnel and advancing the overall maritime safety system.
