종족 분열구조와 선거제도가 아프리카인의 정치태도에 미치는 영향

국문 초록

본 논문은 사하라사막 이남 15개 국가에서 이루어진 여론조사 데이터인 아프로바로메터(Afrobarometer) 데이터를 이용해 다수의 종족으로 구성된 아프리카 신생민주주의 국가에서 다양한 선거제도가 일반 시민들의 정치태도에 어떤 영향을 미치는지 분석한다. 아프리카의 신생민주주의 국가들이 유사한 선거제도를 도입했음에도 불구하고 각 국가들이 처해 있는 사회구조, 특히 종족 구성이 어떻게 이루어져 있는가에 따라 아프리카인들이 새로운 민주주의 정치체제에 대해 느끼는 만족감은 다양하게 나타난다. 본 논문은 다양한 선거제도를 둘로 구분 한다(다수제와 비례대표제). 다수제 선거제도는 선출직에 있는 정치 엘리트들이 유권자에 대해 가져야할 직접적인 책임의식을 강조하는데 비해 비례대표제 선거제도는 사회를 구성하는 다양한 집단들의 이해관계를 비례적으로 대변하는 것을 강조한다. 본 논문은 연구결과로 종족 분열구조가 매우 극심한 국가에서는 다수제 선거제도보다 비례대표제 선거제도를 도입한 경우 일반 시민들이 민주주의 정치체제에 대한 긍정적인 태도를 보이는 경향이 강했다. 반면, 종족 분열구조가 덜 심한 국가에서는 다수제 선거제도를 도입한 경우 아프리카인들이 민주주의 정치체제에 대해 긍정적으로 평가하는 경향이 강했다.

영문 초록

How do electoral institutions interact with the ethnic fractionalization in shaping citizens` attitudes towards their political systems? Using Afrobarometer survey data collected from 15 sub-Saharan African countries, along with contextual variables, this study demonstrates that electoral systems have differential effects on citizens` attitudes about regime performance in various social contexts. Majoritarian electoral systems are likely to exacerbate the negative effect of ethnic fractionalization on popular trust in political institutions, satisfaction with democracy, and perception of government responsiveness. By contrast, proportional representation (PR) electoral systems tend to mitigate these negative effects. While majoritarian electoral systems emphasize the directness and clarity of the connection between voters and policy-makers, PR systems facilitate the representation of all factions in society. At lower levels of ethnic fractionalization, therefore, majoritarian electoral systems are better for boosting popular support for the political system, whereas at higher levels of ethnic fractionalization, PR systems enjoy an advantage.
