국문 초록

본 연구의 목적은 공익직불제의 주요 내용을 검토하고, 공익직불제 도입 의미와 제도의 성공적인 안착을 위한 과제를 제시하는 것이다. 이를 위해 첫째, 선행연구 검토를 통해 직불제 개편배경 및 논의 동향을 검토하였다. 둘째, 개편 도입된 공익직불제의 기본구조와 주요 내용을 분석하였다. 셋째, 공익직불제 도입의 의미를 고찰하고, 제도의 성공적인 안착과 발전을 위해 해결되어야 할 핵심과제를 제시하였다. 공익직불제는 한국농업의 미래를 결정할 중요한 제도적 변화이다. 따라서 공익직불제는 현실과 충돌하거나 미비한 점이 없어야 할 것이다.

영문 초록

The purpose of this study is to review the main contents of the public interest direct payment system, and to suggest the meaning of the public interest direct payment system and tasks for the successful establishment of the system. To this end, first, We review the background of and discussion of the direct payment system reform. Second, the basic structure and main contents of the public interest direct payment system were analyzed. Third, the meaning of the introducing of the public interest direct payment system was considered. The public interest direct payment system is an important institutional change that will determine the future of Korean agriculture. Therefore, the public direct payment system should not have any conflicts with reality or any inadequacies.
