국문 초록

21세기 일본의 새로운 가치관과 사고방식 중의 하나를 거버넌스로 설정한 이후 거버넌스는 일본의 개혁에 많은 영향을 주었고 그 개혁의 일환인 지방분권화에도 영향을 끼쳤다. 지방분권개혁추진회의는 보다 적극적이고 구체적인 지방분권정책 안을 도출하기 위한 회의였다. 이 회의를 통해서 지방분권화 정책에 거버넌스의 실현을 위한 의지가 얼마나 반영되었는가를 살펴보았다. 그 결과 중앙정부는 지방분권에 있어서의 거버넌스 실현까지를 생각하지 않고 있으며 지방공공단체도 중앙정부에 대해 과감한 권한이양은 요구하고 있지만 주민이나 NPO 등과 더불어 정책결정을 해야 한다는 생각은 갖고 있지 않은 것으로 나타났다. 거버넌스의 실현을 염두에 두고 지방분권을 추진하고 했던 것은 위원들이라고 볼 수 있다. 그들은 미래 일본사회를 시민사회로 보고 있으며 이를 실현하고 대응해 나가기 위해서는 다양한 주체들이 다양한 방법으로 정책결정에 참여해야 하고 이를 제도적으로 보장해야 한다고 하며 자신들의 생각을 의견서에 반영하고자 했다. 그렇지만 중앙정부의 반발과 지방공공단체의 소극적인 태도로 위원들의 생각은 의견 안에 모두 반영하지 못했다. 결국 일본의 미래상이라고 할 수 있는 거버넌스의 실현은 지방분권을 추진하는데 크게 반영하지 못하고 지방분권의 주체인 중앙정부와 지방공공단체의 태도로 보아 많은 시간을 필요로 한다고 볼 수 있다.

영문 초록

In the 21st century Japan adopted “governance” as the new value system, and this policy has affected Japanese political reforms in diverse ways. This also affected local decentralization as one of the major political reforms. The “Local Decentralization Reform Convention” was a major source for more positive and specified local decentralization measures. This paper investigates how the political will to realize local governance has been reflected in local decentralization policies. The empirical results show that the central government is not much concerned about realization of local governance, and also local public organizations have not demanded transfer of much power from the central government. One of the empirical findings is that committee members are the core supporters of realization of local governance. They seem to think that diverse actors need to participate in policy making processes, and their participation needs to be institutionally guaranteed. However, despite committee members opinions, opposition from the central government and passive attitudes of local organizations resulted in partial reflection of their opinions in the final policies. Based upon these findings, we may conclude that it would take much time to realize local governance in Japanese politics.
