국문 초록

탈냉전기 이후 지역경제블록의 사각지대로 남아있던 동북아시아 지역에서 최근 지역 경제통합 논의가 활성화 되고 있다. 특히 지역차원의 FTA 설립이 가장 가시적인 방안으로 대두되고 있는 것이 현실이다. 하지만 FTA 등 지역경제블록화가 지역 국가 간 화해와 협력만을 가져다 줄 것으로 기대할 수는 없다. 역내 개방경제로의 전환과정에서 국가 간 새로운 갈등이 야기될 수도 있고, 지역정체성과 안보적 공감대가 부재한 가운데 무리한 경제블록화는 그 성공 가능성을 확신할 수 없기 때문이다. 한-중-일 FTA는 단순한 경제블록이 아닌 정치·안보적 함의를 지니고 있다. 따라서 그 형성 과정에서 적지 않은 경제 외적인 장애물을 이겨내야 하는 것이다. 한국은 동북아 지역에서 양대 강국인 중국과 일본 사이에 위치하여 이들을 연결함으로써 동북아자유무역지대(NEAFTA) 설정에 중재적 역할을 수행할 수 있다. 나아가 진정한 동북아 공동체 형성을 위해 동북아 사람들이 공유하는 지역정체성을 확립할 것이 요구된다.

영문 초록

A desire building up economic integration is rising up in Northeast Asia which has been in a blind spot of economic bloc during the post cold war period. Specifically, a regional free trade area seems to be realized in Northeast Asia. However, we cannot only expect the regional economic bloc as an instrument for reconciliation and cooperation in Northeast Asia. A new regional conflict can be come up in the transition period into open economic system. It is not easy to accomplish a regional economic bloc without regional identity and security consensus. A free trade area of Korea-China-Japan implies a regional security consensus together with economic integration. There are lots of obstacles to be overcome in the process of its negotiation. South Korea can be a mediator between China and Japan in the process for Northeast Asian Free Trade Agreement. Moreover, we need to build up a unique regional identity in Northeast Asia for Northeast Asian community in the future.
