영문 초록

Korea s National Health Insurance program(NHI program) is considered to make an unprecedented achievement ever in a short period. The NHI program of korea covers the whole population as a compulsory social insurance system. NHI program is mainly financed by the premiums shared by the insured, employers and the government. In particular, the National Health Insurance Act defines government subsidies for insurance finance. According to the regulations, the state shall subsidize an amount equivalent to 14/100 of the amount of anticipated revenues from insurance contribution for the relevant year to the NHIS from the National Treasury each year within budgetary limits(Article 108). The study reviews problems of health insurance subsidies and improvements in health insurance. The subside system of government for the national health insurance should be improved as below. First, The government should recognize the eligibility of financial aid for the health insurance system and expand it further. and besides early resolution of the insurace rate, spendings of the insurance should be controlled in advance, of which growth rate to be kept abreast of that of the general budget. Next, reform of the system should be ensured by amending the law. Last, besides simultaneous planning of the insurance with the general government finance, the responsibility and clarity of the management of the insurance should be guaranteed. Consideration should be given to the use of items that support the adequacy of the national treasury support.
