영문 초록

To ensure safe operation of ships at sea and to prevent sea pollution caused by vessels, administrative measures such as PSC, VTS and Vessel inspection exist. In the event the ship owner becomes the victim of a government officials illegal works, this paper aims to ascertain that the ship owner is eligible to Government compensation. Taking into consideration the special case of a vessel, Government compensation system for sea should become the beginning of the unification at Ships Safety Act which has the characteristic of special Law of the State Tort liability act.
