국문 초록

우리나라는 장애인 및 노약자등의 편의증진을 위하여 1997년 4월 10일에‘장애인ㆍ노인ㆍ임산부등의 편의증진 보장에 관한 법률’(이하 편의증진법 이라함)이 제정 공포되었으며 1998년 4월 11일부터 편의증진법 및 동법 시행령, 시행규칙이 시행되기 시작하였다. 편의증진법의 시행은 장애인을 포함한 모든 시설이용약자들이 시설물을 이용하는데 있어서의 안전성과 편의성을 제공하는 기초가 되었다. 하지만 시설물 이용은 개별시설 이용에 한정되는 부분이며 개별시설을 연계해주는 도로와 교통수단 관련 편의제공은 개별시설물의 편의시설 설치보다 더욱 늦게 진행되었다. 이에 2005년 1월 들어 도로와 교통수단 및 교통관련시설에 대한 본격적인 편의제공을 위한 별도의 법인‘교통약자의 이동편의증진법’(이하 교통약자법이라 함)이 제정되었으며 1년 간의 유예기간을 걸쳐 2006년 1월 28일부터 시행되었다. 이처럼 법적ㆍ제도적 기준아래 장애인 및 노약자의 이동 편의에 관한 내용을 규정하고 있지만 현실적으로 장애인 및 노약자를 포함한 교통약자의 이동권은 보장되어 있지 않으며, 그것은 시내버스를 이용할 경우 더욱 심해진다. 따라서 본 연구는 장애인을 포함한 모든 교통약자들의 시내버스 이용상의 불편사항을 조사ㆍ분석하여 현재 교통약자들이 시내버스를 이용하는데 어떤 불편한 요인이 있는지를 추출하고, 그에 따른 개선대안을 제시하고자 하는 데에 목적이 있으며, 이를 위하여 시내버스를 이용하는 장애인 및 노약자, 교통약자(임산부 등)를 대상으로 설문조사를 시행하여 이용상의 문제점 등을 분석하여 개선대안 및 제도적 개선안을 나누어 제시하고자 하였다.

영문 초록

Facilitate the enforcement of the law is facilities, safety and convenience to disabled facilities, including those stands. but facilities are limited to individual facilities is available. individual facilities roads and transportation-related convenience amenities of individual facilities behind the installation. in January 2005, it was enacted ‘Law on Movability Improvement for traffic-Vulnerables(to traffic stands for law)’of roads and transportation and transportation-related facilities. one-year grace period to January 28, 2006 effective from across the world. under the legal and institutional basis to information about ‘convenience of the disabled and elderly passengers’. but the reality is that mobile tickets are not guaranteed to disabled and elderly people in the stands and transportation. it is a city bus in serious. Therefore, this study on research and analysis of city bus of inconvenience to stands for the disabled and transportation. And the current traffic stands are what the city bus that inconvenient factors research. the resulting improvements in the alternative.
