국문 초록

본 연구는 한국장애인고용공단의 미션 및 비전과 전략목표를 달성하기 위해 사업별 중요도 및 우선순위를 분석하여 공단이 선택ㆍ집중해야 할 사업을 도출한 다음, 이를 바탕으로 새로운 전략과제를 제시하는 데 목적이 있다. 본 연구는 연구목적을 달성하기 위해 AHP 설문조사를 실시하였다. 설문내용은 한국장애인고용공단 사업을 AHP 기법에 따라 3단계로 계층화하였으며, 계층화를 위해 두 차례의 한국장애인공단 내부전문가 회의와 외부 교수진의 자문회의를 실시하였다. 조사대상은 장애인 고용정책 및 공단 사업에 대한 경력이 10년 이상인 사람을 모집단으로 하여, 공단 외부 20명, 공단 내부 30명으로 총 50명을 대상으로 하였으며, 이 중 46명이 응답하였고, 회수된 설문 가운데 일관성 검사에서 7명이 탈락하여 최종적으로 39명의 자료를 분석하게 되었다. 분석결과 시사점은 모든 전문가들이 ‘고용유지지원’과‘취업지원’을 제1순위 또는 제2순위로 선택하고 있다는 것이다. 이는 향후 한국장애인공단이 나아가야 할 방향을 제시해 준 것으로 보인다. 즉, 한국장애인공단은 고용촉진과 고용유지의 어느 한쪽에 치우침이 없이 서로 조화를 이루어야 한다는 의미로 해석할 수 있을 것이다.

영문 초록

This study has been conducted in order to determine which projects at KEAD deserve priority by analyzing each in light of the agency's mission, vision and strategic goals. The report further proposes ways in which KEAD can both hone its sustainable competitiveness and optimize the allocation of its usable resources. In order to comprehend the importance and priority of each project, experts in disability employment have been surveyed utilizing the analytic hierarchy process(AHP). This focus group was composed of 20 specialists from various tiers of the field and 30 KEAD employees with ten years or more of the relevant experience. Consequently, 46 specialists completed the survey and the data from the 39 respondents who fell within a 0.2 consistency rate was analyzed. The findings extrapolated that disability employment subsidies, job placement and employment policy research have been assigned priority at KEAD. Moreover, it proposes the direction which KEAD should concentrate. Therefore, KEAD must balance between the sustained employment of disability and facilitation of disability employment harmoniously.
