우리나라 직업재활서비스 종결 기준 탐색

국문 초록

이 연구는 우리나라 직업재활서비스 종결 유형에 대한 기준을 탐색하는 데 목적을 두고 있다. 이를 위하여 국내외 관련 문헌을 중심으로 종결에 대하여 어떻게 규정하고 있는지 검토하였다. 또한 직업재활서비스를 제공하고 있는 보건복지가족부 산하의 장애인복지관(직업재활센터), 보호작업장, 근로사업장과 노동부 산하의 한국장애인고용촉진공단 지사에서 현재 어떤 종결 유형기준을 가지고 있는지 조사하였다. 조사는 각 기관별로 사전에 전화로 양해를 구한 후 이메일로 발송하여 총 31개 기관에서 실제로 직업재활서비스를 제공하거나 서비스 제공과정에 대한 슈퍼비전을 주는 직업재활전문가들을 대상으로 실시하였다. 연구결과 종결에 관한 사항들이 기관의 규정으로 체계화되지 못하고 있는 것으로 나타났으며, 직업재활전문가에 따라 인식에서도 차이가 났다. 직업재활의 과정에서 종결의 개념이나 직업재활서비스와의 관련성이 재정립 되어야 할 것으로 보인다. 연구의 결과를 바탕으로 향후 우리나라에서 직업재활서비스 종결 기준에 대한 방향을 탐색하였으며, 종결의 활용 가능성과 과제를 논의하였다.

영문 초록

The purpose of the study was to investigate on closure types in vocational rehabilitation in Korea. Literature review and survey were major research methods. Regulations and guiding principles about vocational ehabilitation in the Korea Disabled People's Development Institute(KODDI) and Korea Employment Promotion Agency for the Disabled(KEPAD) were analyzed. Also, 31 vocational rehabilitation specialists from agencies of Community Rehabilitation Centers for the Disabled, sheltered workshops, corporation for the disabled, and Branches of KEPAD were surveyed about closure types stipulated in agency's regulations or service guidance directions. As a results of the study, concept and types of closure should be reestablished more systematically and in a vocational rehabilitation service related way. Also, responses on closure of cases were different from vocational specialists and agencies. The study suggested three types of closures in Korea: Before the IPE completion, after providing services based on IPE, and after employment. Implications of the study and discussions were followed.
