공공부문 장애인 고용성과에 미치는 영향요인 분석

국문 초록

본 연구의 목적은 공공부문의 장애인 고용성과가 민간부문을 포함한 장애인 고용 전반에 영향을 미친다는 점을 전제로 공공부문의 장애인 고용 전반에 영향을 미친다는 점을 전제로 공공부문의 장애인 고용 성과에 대한 영향요인을 분석하는 데 있다. 선행연구에 대한 검토를 바탕으로 인적특성 요인, 법・제도적 요인, 의지・인식・태도 요인, 적정한 배려 요인 등 4가지 영향요인을 추출하였고, 정부기관 및 공공기관 인사담장자의 인식조사를 통해 이 4가지 요인이 공공부문의 고용률과 장애인 고용 2% 달성 여부에 미치는 영향력을 분석하였다. 분석결과, 의지・인식・태도 요인이 고용률에 가장 높은 영향력 점수는 나타내었고, 기관별로 정부기관은 법・제도 요인, 의지・인식・태도 요인의 고용 영향력이 높은 반면, 공공기곤은 인적특성 요인의 영향력이 가장 높은 것으로 나타났다. 장애인 고용 2% 달성여부에 법・제도 요인은 정(+)의 영향을, 인적특성 요인은 부(-)의 영향을 미치는 것으로 나타났다. 이러한 4가지 영향요인을 토대로 공공부문의 장애인 고용모델을 구성하였으며 향후 공공부문을 비롯한 장애인 고용 정책에 대한 합의점을 제시하였다.

영문 초록

The purpose of this paper is to analyze the factors affecting the employment outcome of person with disabilities in the public sector on the premise that the employment outcome in the public sector influences the outcome in the labor market including the private sector. Based on prior studies, four factors were extracted. These factors are demographic factors, legal・policy factors, Will・awareness・attitudinal factors, and reasonable accommodation factors. We analyzed how the 4 factors affect the employment rate and the fulfillment rate of the 2% quota by surveying personnel mangers in the government and public sector. As a result, the will・awareness・attitudinal factors showed the highest score. In the government sector. legal・policy factors and will・awareness・attitudinal factors ranked the highest. Whereas in the public sector demographic factors ranked the highest. Legal・policy factors had a positive(+) influence in fulfilling the 2% quota. On the other hand, demographic factors had a negative(-) influence. Based on these 4 factors, we designed an employment model for person with disabilities in the public sector. Lastly, policy implications on the employment of people with disabilities in the public sector are presented.
