노동불안정(Précarité de l’emploi)과 자유시간(Temps libre)의 사회적 가치에 대한 고찰 : 프랑스 바캉스 문화 사례 중심

국문 초록

본 연구의 목적은 기술발달로 인한 노동불안정성에 대한 사회적 우려가 커지는 가운데 임금노동자(prolétariat) 계급 자유시간의 활용에 대해 고찰하고자 하는데 있다. 후기산업사회에서 임금노동자들은 노동시간의 축소를 통해 자유시간을 확보해왔고, 이러한 자유시간은 여가시간으로 이어져 왔다. 그리고 이와 같은 여가시간은 노동자들의 새로운 정체성을 형성하는 데 영향을 끼쳤다고 볼 수 있다. 하지만 노동시장이 불안정해지고, 이는 ‘사회적 시간의 불평등’으로 나타나고 있다. 임금노동자들의 노동시간 감소가 개인의 자유시간 증가 그리고 여가시간 증가로 이어지기 어려운 시대를 맞딱드리고 있다. 이에 본 연구에서는 임금노동자가 획득한 자유시간의 의미와 여가문화의 발달에 대해 살펴보고자 한다. 이를 위해 여가문화가 발달했고, 짧은 노동시간으로 잘 알려진 프랑스의 ‘바캉스 문화’를 중심으로 살펴보고자 한다. 프랑스 사회는 2차 세계대전 이후 노동시간 감소, 여가시간 증가, 바캉스 문화 발달 등을 통해 개인의 자유시간의 가처분에 대한 결정권을 개인에게 보장해주기 위한 정책적 노력을 해왔다. 이러한 바캉스 문화에 대한 사회적 가치 인정과 프랑스 정부의 노력에도 불구하고 최근 바캉스를 못 떠나는 프랑스인이 증가하고 있다. 그 이유를 노동불안정성(Precarite de l’emploi)의 심화와 빈곤으로 인한 자유 시간의 처분에 있어 바캉스에 대한 사회적 가치의 변화가 있다고 볼 수 있다. 이러한 변화는 한국사회에서도 발생하고 있다. 아직 프랑스 사회와 같은 바캉스 문화 또는 여가문화에 대한 사회적 차원에서의 공공서비스가 발달이 되지 못한 한국사회에서 개인의 자유시간 처분에 대한 결정을 어떻게 존중해 줄 것인가에 대해 고찰하고자 한다.

영문 초록

This study examines the utilization of free time by the working class amid growing concerns over labor instability driven by technological development. In late industrial society, reductions in working hours enabled wage laborers to secure free time, which gradually evolved into leisure and contributed to the formation of new worker identities. However, the contemporary labor market has become increasingly unstable, resulting in what can be described as an ‘inequality of social time’. We now face an era in which shorter working hours for wage laborers do not necessarily translate into greater personal free time or leisure opportunities. Accordingly, this study seeks to explore the meaning of free time acquired by wage laborers and the evolution of leisure culture. To this end, it focuses on France’s vacation culture—a country renowned for its well-developed leisure practices and relatively short working hours. Since World War II, French society has pursued policies aimed at guaranteeing individuals the right to determine how to use their personal free time, through measures such as reducing working hours, expanding leisure opportunities, and fostering a vacation culture. Despite these efforts and the widespread social recognition of vacation culture’s value, the number of French citizens unable to take vacations has recently increased. This trend can be attributed to the growing precariousness of employment (précarité de l’emploi) and rising poverty, which have altered the social value placed on vacations and the use of free time. Similar changes are now evident in Korean society. In Korea, where public services supporting vacation and leisure culture remain underdeveloped compared to France, this study aims to examine how decisions regarding the allocation of personal free time can be respected. This study seeks to analyze how decisions regarding the use of personal free time can be respected within these shifting social contexts.
