국문 초록

이 연구는 제1차부터 제4차까지 진행된 외국인 정책 기본계획의 변화 과정을 역사적 신제도주의 이론의 분석 틀을 활용해 분석한 것이다. 역사적 신제도주의 이론을 활용하여 정책의 변화 과정을 거시적 그리고 미시적 관점을 통합한 구조 – 제도 – 행위자 수준으로 나누어 보았다. 구조적 수준에서 사회적, 정치적 환경이 정책 수립에 어떤 영향을 주었는지 맥락 속에서 파악하고, 행위자 수준에서 정책 수립자가 정책 수립에 어떤 역할을 하였는지 함께 분석하였다. 이에 더해 외국인 정책 기본계획에 나타난 중점 과제별 정책 변화 과정을 정리하면서 제도 변화유형을 분류하였다. 구조 – 제도 – 행위자 수준으로 나누어 분석한 결과 사회 환경적 요소가정책 수립에 영향을 주었고, 이 과정에서 정책 수립은 후속적 조치의 성격이 강하게 나타났다. 행위자의 역할을 분석하면서 정부 주도로 정책이 수립되는 과정에서 정책의 시혜자인 외국인의입장 반영이 부족함도 밝혔다. 제도 변화 유형 분석을 통해 외국인 정책 기본계획의 정책 변화과정에서 경로 의존성이 나타나는 것을 볼 수 있는데 주로 초기 수립된 정책에서 일부 요소가추가가 되거나 재배치 등의 형태로 지속성을 보였다.

영문 초록

This study analyzes the the process of change in the Master Plan For Immigration Policy from the 1st to the 4th, by using an analytical framework of Historical New Institutionalism. By utilizing the historical new institutionalism, the process of policy change was analyzed by dividing into structural, institutional, and actor levels, integrating macro and micro perspectives. At the structural level, this paper analyzed how the social and political environment influenced policy formulation in context, organized the process of policy legislation at the institutional level, and at the actor level, analyzed how policy makers played a role in policy formulation. In addition, the types of institutional change were classified by organizing the policy change process for each key task shown in the Master Plan for Immigration policy plan. As a result of the analysis, social and environmental factors influenced policy establishment, and in this process, policy establishment showed a strong nature of follow-up measures. Analyzing the role of actors, it was found that in the process of establishing policies led by the government, foreigners' positions as policy beneficiaries were insufficient to be reflected. Through the analysis of the type of institutional change, it can be seen that path dependence appears in the process of policy change of the Master Plan For Immigration Policy, mainly in the form of addition or relocation of some elements from the initially established policy.
