국문 초록

본 연구는 노인장기요양인력의 공급변화를 분석하여 장기요양서비스 제공을 위한 안정적인 인력수급 방안을 제안하기 위해서 수행되었다. 주요한 연구결과와 함의는 다음과 같다. 첫째, 장기요양인력은 수요증가에 따라 지속적으로 큰 폭으로 증가하고 있다. 인력종류별로는 사회복지사, 요양보호사, 간호조무사는 같은 추세로 크게 증가하고 있지만 간호사, 영양사, 물리(작업)치료사의 증가는 적어서 인력종류별 차이가 컸다. 둘째, 시도별로 장기요양인력 증가의 격차가 컸으며, 시도에 따라서 인력종류별 격차도 커서 지역에 따라서 특정 종류 인력 부족이 우려되었다. 셋째, 시군구별로 장기요양인력의 증가를 분석한 결과 전체인력수는 구 지역, 시 지역, 군 지역의 순으로 많이 증가하였고 증가율은 시 지역, 구 지역, 군 지역의 순이었다. 전체 인력의 군 지역 인력증가와 증가율이 낮아서 인력부족이 우려되었다. 인력종류별로도 시와 구 지역이 많이 증가하는 반면에 군 지역의 증가가 크게 적어서 인력부족이 우려되었다. 향후 노인장기요양인력 종류별의 수급현황에 대한 구체적인 데이터에 기반한 수급관리체계를 마련하고 적정한 인력공급이 이루어질 수 있도록 해야 할 것이다.

영문 초록

This study was conducted to propose a stable manpower supply and demand plan to provide long-term care services by analyzing changes in the supply of elderly long-term care workers. The main research results and implications are as follows. First, the number of long-term care workers continues to increase significantly in accordance with the increase in demand. By type of manpower, the number of social workers, nursing assistants, and nursing assistants increased significantly in the same trend, but the increase of nurses, nutritionists, and physical(occupational) therapists was small, showing large differences by type of manpower. Second, there was a large gap in the increase in long-term care workers by city and province, and the gap by type of manpower by city and province was also large, raising concerns about a shortage of specific types of manpower depending on the region. Third, as a result of analyzing the increase in long-term care workers by city, county, and district, the total number of workers increased significantly in the order of district, city, and county, and the increase rate was in the order of city, district, and county. The increase in manpower in the county region and the rate of increase were low, raising concerns over manpower shortage. By type of manpower, while there was a large increase in cities and districts, the increase in counties was very small, raising concerns about manpower shortages. In the future, it is necessary to prepare a supply and demand management system based on detailed data on the supply and demand status of the elderly long-term care workers by type and to ensure an appropriate supply of manpower.
