국문 초록

General Secretary Xi Jinping’s important discourse on water governance, with “giving priority to water conservation, achieving spatial balance, implementing systematic governance, and applying both hands” as the new era’s approach to water governance, and with the value orientation of building “a modernization where humanity and nature coexist in harmony,” scientifically answers the major questions of the new era— “why we need to do a good job in water governance, what kind of water governance we should do, and how to do it” —as well as the key principles to focus on in water governance. This discourse forms a rich and logically rigorous scientific system, anchoring the era’s value for water governance in the new era. Therefore, unwaveringly implementing this scientific theory, with its systematic guidance and practical power, will surely lay a solid and reliable foundation for China’s modernization in water governance, and contribute Chinese-characterized wisdom and solutions to addressing global water governance challenges.

영문 초록

习近平总书记关于治水工作的重要论述，以“节水优先、空间均衡、系统治理、两手发力”为新时代治水思路，以建设“人与自然和谐共生的现代化”为价值导向，科学回答新时代“为什么要做好治水工作、做好什么样的治水工作、怎样做好治水工作”的重大问题，以及在治水工作中要着重把握的重大原则，构成了一套内涵丰富、逻辑严密的科学体系，为新时代治水工作锚定了丰富的时代价值。因此，坚定不移贯彻落实这一科学理论，以其系统性指引与实践伟力必将为中国式现代化筑牢坚实可靠的水利根基，也为应对全球水治理挑战贡献具有中国特色的智慧与方案。
