국문 초록

본 연구는 국가 단위 교원자격 관리 체제 구축의 방안을 모색하고 구체적 설계 방향을 도출하기 위해 델파이 조사를 실시하였다. 패널은 교원양성기관 교수진(교대 12명, 사범대 12명)과 국책연구기관 연구위원 4명 등 총 28명으로 구성되었으며, 2차에 걸친 반복 조사와 CVR 분석을 통해 합의를 수렴하였다. 연구 결과, 교원양성과정위원회(가칭)는 심의 기구로 설정하는 것이 타당하다는 합의가 확인되었으며, 운영위원회와 자격종별위원회를 중심으로 한 단순화된 조직 구조가 적절한 것으로 나타났다. 교원자격센터(가칭)의 경우, 교원자격 기준 개발과 질 관리라는 핵심 기능을 중심으로 전문성과 독립성을 확보해야 한다는 공감대가 형성되었다. 다만 대학의 무시험검정 업무 이관 등 일부 사안에서는 합의가 낮아 단계적·보완적 접근이 필요함이 확인되었다. 아울러 델파이 조사 이후 교육부와의 협의 과정에서는 위원회의 위상, 교원자격검정 업무 이관 범위 등에서 전문가 합의와 정책 당국의 입장이 일부 차이를 보였다. 이는 제도 설계 과정에서 전문가 합의뿐 아니라 정책적 현실성과 행정적 여건을 함께 고려해야 함을 시사한다. 본 연구는 전문가 합의와 정책 협의 결과를 함께 분석하여 국가 단위 교원자격 관리 체제 구축의 방향성을 제시하였다. 이는 교원양성과정, 교육과정, 자격제도 간 분절성과 비일관성을 해소하고, 국가 차원의 질 관리 및 미래 교육 수요 대응을 위한 제도적 기반을 마련하는 데 기여한다는 점에서 학문적·정책적 의의를 지닌다.

영문 초록

This study used a two-round Delphi survey to derive the necessity of establishing and the specific design directions for a national teacher-qualification management system in Korea. The panel included 28 experts: 12 from colleges of education, 12 from university teacher-education faculties, and 4 researchers from national policy institutes. Consensus was assessed using the Content Validity Ratio (CVR). As the results, the study found broad agreement that a Teacher Education Program Committee (provisional name) should operate as a deliberative body, with a streamlined structure centered on an Operations Committee and certification-specific subcommittees. For a National Teacher Qualification Center (provisional name), respondents emphasized securing professional expertise and institutional independence, with core functions focused on developing qualification standards and ensuring system-level quality assurance. However, it was confirmed that a phased and complementary implementation strategy was needed due to low consensus on some issues, such as the transfer of non-examination certification to universities. Furthermore, in the process of consultations with the Ministry of Education following the Delphi survey, there were some differences between expert consensus and policy authorities’ preferences regarding the committee’s status and the scope of transferring qualification-examination functions. This gap suggests the need to balance expert agreement with policy feasibility and administrative capacity. By integrating the results of both consensus and policy dialogue, the study proposed a coherent direction for establishing a national teacher-qualification management system. The proposed model has academic and policy significance as it can resolve the longstanding fragmentation and inconsistency across teacher preparation, curriculum, and licensing, and contribute to establishing an institutional foundation for national quality assurance and responsiveness to future educational demands.
