국문 초록
With the sustainable development of China's economy and society, the team of non-staff is also growing. How to mobilize their sense of self-worth identity, stimulate their internal potential, and improve the work enthusiasm of non-staff by strengthening team building, innovating management methods and incentive mechanisms has become a big problem. In order to improve the work efficiency of the department and solve part of the work problems, facing relatively complicated work, and most of the non-staff personnel still face the situation of public power but no public office, which will also cause many problems. Therefore, it is very important to further study the non-staff management of the grass-roots government. In addition, grass-roots government non-staff personnel have undertaken more basic work in the supply of public services, but due to their non-staff identity, most of them face problems such as hindered career development, low salary, and difficulties in rights protection. In the long run, the work enthusiasm and personal identity of non-staff personnel have been weakened to a certain extent. This paper applies the two-factor theory to put forward countermeasures from the two aspects of motivation and health care, and conducts research on value identification, career development, remuneration incentives and emotional incentives, so as to provide feasible references for the management of non-staff personnel in the grass-roots government.
영문 초록
随着我国经济社会持续发展,编外人员的队伍也在不断壮大,如何通过加强队伍建设,创新管理办法与激励机制来调动他们的自我价值认同感,激发个人内在潜力,提升编外人员的工作积极性成为一大难题,编外人员作为提高部门工作效率,解决工作问题的一部分,面对着较为繁杂的工作,并且大部分编外人员还面临着有公权却无公职的处境,也会由此引发诸多问题,因此对基层政府编外管理进行进一步研究显得十分重要。此外,基层政府编外人员在公共服务供给中承担了较多基础性工作,但由于其编外身份,他们大多面临着职业发展受阻、薪酬待遇较低、维权困难等问题,长此以往,编外人员的工作积极性和个人身份认同在一定程度上受到削弱。本文应用双因素理论,从激励与保健两个方面提出对策,对价值认同、职业发展、薪酬奖励与情感激励等方面进行研究,为基层政府编外人员管理提供可行的参考办法。
