라오스 문화유적지 소방방재시스템 개선사업의 타당성 조사에 관한 연구

국문 초록

본 연구는 라오스 주요 관광명소인 비엔티안 및 루앙프라방 지역의 소방방재 시스템 개선을 통해 문화유적지를 보존하고 관광사업의 안정성을 제고하는 사업으로서 라오스 개발계획 달성 지원의 일환으로 추진된 한국수출입은행의 EDCF 사업의 타당성 조사로서, 2017년 11월 한국-라오스 정책 협의 시 EDCF 소방 지원 분야의 사업타당성 조사에 대한 연구로서 다음과 같은 조사결과를 제시한다. 라오스는 세계 경제 침체에도 불구하고 2017년에는 6.9%의 경제성장률을 기록하였으며, 작은 경제규모에도 불구하고 지속적인 고성장을 이어나가고 있는 상황이다. 또한, 라오스 정부는 소방안전과 관련된 소방방재법을 2008년에 제정하였으나, 소방방재법 시행을 위한 하위 규정이 제정되지 않아 건축물에 대한 소방안전 관련 규제, 소방안전과 관련된 표준화된 규제 등이 부재한 상태이며, 라오스 정부는 소방안전에 대한 중요성은 인식하고 있어 매년 소방안전과 관련된 예산 계획을 수립하여 운영하고 있지만, 소방안전과 관련된 표준화된 규제가 없고, 소방안전에 대한 부분은 해외 보조금을 통한 수입에 의존하기 때문에 소방안전과 관련된 소방산업은 현재 미미한 실정으로 밝혀졌다. 마지막으로 조사결과 현재 비엔티엔 특별시 및 루앙프라방 주에는 소방서가 있지만, 여타 건물의 일부를 사용하는 등 매우 열악한 상황임을 확인할 수 있었다.

영문 초록

This study is a feasibility study of the Export-Import Bank of Korea's EDCF project, which was promoted as part of support for the achievement of the Laos development plan, as a project to preserve cultural sites and improve the stability of tourism projects by improving the fire prevention system in Vientiane and Luang Prabang, major tourist attractions in Laos. The following findings are presented as a study on the feasibility of the EDCF fire support field during the Korea-Laos policy consultation in November 2017. Despite the global economic downturn, Laos recorded an economic growth rate of 6.9% in 2017, and despite its small economic scale, it continues to grow high. The Laos government enacted the Fire Prevention Act related to fire safety in 2008, but there are no sub-regulations for the enforcement of the Fire Prevention Act, so there are no regulations related to fire safety for buildings and standardized regulations related to fire safety. The Lao government recognizes the importance of fire safety, so it establishes and operates a budget plan related to fire safety every year, but the fire safety-related industry is currently found to be insignificant because there are no standardized regulations related to fire safety and the part depends on imports from overseas subsidies. Finally, the investigation confirmed that there are currently fire departments in the Vientiane Special City and Luang Prabang State, but it is a very poor situation, such as using some of the other buildings.
