북한이탈주민에 대한 신변보호 관리실태의 문제점과 효율적 개선방안에 관한 연구

국문 초록

최근 국내입국 북한이탈주민이 3만 명에 육박하는 등 지속적으로 증가하고 있는 상황에서 이들 에게 가해질 수 있는 각종 위해로부터 신변을 안전하게 보호하기 위한 신변보호경찰관의 보호·지원활동이 점차 과중되고 있다. 신변보호활동이 남북관계의 정치적 상황변화와 이들에 대한 보복테러위협 등 신변안전 위험요소가 증가하고 있지만, 신변보호활동은 이러한 상황변화에 적절히 대응하지 못하고 있다는 지적이 적지 않다. 2016년 3월말 현재, 신변보호 대상자가 총 2만7천여명이 넘어서고 있으나 이들의 신변보호를 담당하는 보안경찰은 고작 8백3십여명 수준에 머물고 있어 보안경찰 1인이 평균 33명의 탈북자를 관리하고 있는 실정이다. 탈북자의 신변보호를 전담 운용하는 신변보호경찰관은 거주지 관할경찰서 보안경찰이 전담하고 있으나 이들 보안경찰은 신변보호업무만 전담하는 것이 아니라 거주지에서 발생하는 각종 애로사항 관련 상담처리를 비롯하여 탈북자들이 정착과정에서 필요한 정보와 자료제공, 취업알선, 직업훈련 등 행정적·법적 지원 등 다양한 지원활동을 병행하여 전개하고 있다. 또한 보안경찰은 기본업무인 방첩활동, 좌익사범단속, 경호보안활동 등 보안업무의 전반적인 사항과 사회 안보와 관련된 업무까지 담당하고 있어 그 범위가 다양하고 광범위하지만, 인력부족과 제도미비, 신변보호경찰관의 전문성부족과 대상자의 의식구조에 대한 이해부족으로 신뢰관계구축의 미흡에 따른 관리부실로 신변보호업무가 형식적인 수준에서 관리되고 있다는 점에서 많은 문제점을 내포하고 있다. 따라서 본 연구에서는 북한이탈주민에 대한 신변보호관리 실태와 문제점을 분석하고 그에 따른 개선방안을 제시함으로써 향후 탈북자들이 한국사회에 성공적으로 정착할 수 있는 지원활동과 더불어 체계적이고 효율적인 신변보호·지원활동이 될 수 있도록 제도를 개선하는데 그 목적이 있다.

영문 초록

These days Residents escaping from North Korea are increasing and almost near 3 million people, also protection and supporting activities for threat for them by protection police are increasing. Protection supporting increases the risk elements like danger of political change, revenge terror threat, but some pointed out that protection activity can't keep up. March 2013 now, people who need to be protect are over 2million and 7 thousand, but people who protecting them are just 8 hundred and 30, so it means one protection police manages 33 people who escaped in average. Precinct's protection polices are charge of the North Korean people, but they also have to deal with all difficulties advice handling, data services, job hunting, vocational training, and administrative/legal support, etc. Also, protection police has to do basic task like counter-intelligence, leftist force crackdown, guarding/all security task and basic social security things, so it has very wide scope but manpower shortage is happening, also systems are incomplete, protection police's professionalism is insufficient, and didn't understand the target completely, so lots of tasks are just perfunctory. That involves lots of problems. So by that, this study is for analyse Residents escaping from North Korea's real protection problem, and suggest improvement plan, so we could improve another supporting activities, systematic and efficient plan for the Residents from North Korea's successful settlement in South Korea.
