국문 초록

억지(抑止)는 상대방에게 적대적인 군사 행동이 성공하지 못할 것임을 설득, 확산시켜 전쟁을 예방하는 전략이다. 이를 달성하기 위해서는 능력, 의지, 의사전달, 그리고 신뢰성 등 4개의 조건들을 충족시켜야 한다. 지난 2022년의 우크라이나 전쟁 발발(勃發)은 우크라이나의 군사적 미약함, 미국과 유럽 등 서방 국가들의 개입 의지 부족으로 러시아의 침략을 억지하는데 실패한 결과였다. 향후 예상되는 전쟁 이후의 우크라이나 안전보장은 그러한 과오를 바로잡고, 러시아에 대한 억지 태세를 회복 및 강화하는 데 초점을 두어야 할 것이다. 여기에는 우크라이나 자체 방위력 유지, 발전과 유럽 국가들의 우크라이나 방어 지원 동참을 위한 노력이 포함된다.

영문 초록

Deterrence is the strategy to prevent war by persuading and convincing an adversary that any hostile military activity will result in failure. To achieve deterrence, the following four conditions are required to be fulfilled: capabilities, commitment, communication, and credibility. The outbreak of Ukraine War in 2022 was the result of failure in deterring aggression by Russia; due to Ukraine's military weakness and the lack of commitment for intervention by the Western Power like the United States (U.S.) and European states. The security guarantee for Ukraine, expected to be followed by the end of the war, should be focused on restoring and assuring deterrence on another Russian aggression; by rectifying faults in failing to deter war in 2022. This includes efforts for both: 1) sustaining and enhancing Ukraine's own defense capabilities; and 2) joining the support on the defense of Ukraine by countries in Europe.
