The Effect of the TRIPS Agreement on Korea’s Trade and Offshoring: A Comparison of High IP and Low IP Industries

국문 초록
Purpose - This paper studies how the Trade-Related Aspects of Intellectual Property Rights (TRIPS) agreement has influenced Korea’s trade patterns and offshoring practices. We focused on conducting a regression analysis across various industries, categorizing them based on IP level (High and Low IP), to drive implications that can enhance the international trade of IP-intensive goods.
Design/Methodology - Building on the gravity model utilized by Kim Hyunsoo et al. (2021) and adopting the industry classification proposed by Tobochnik et al. (2023), the paper employs panel data analyze to study the effect of the TRIPS agreement on 358 Korean industries trade and offshoring between 1988 and 2022.
Findings - The findings indicate that the trade of both High and Low IP industries increased continuously after 1995. The industry-specific analysis revealed that the TRIPS agreement hindered trade for all industries, with a more significant effect on imports, particularly in technology-intensive products. Notably, industries with a high number of patents, such as ICT and production technology products, experience more pronounced negative effects from TRIPS. The reason why these industries turned toward offshoring was to save their trade and competitiveness.
Originality/value - This research contributes to the existing body of knowledge by conducting a distinctive analysis on how TRIPS affects Korean industries. It provides useful viewpoints that could help in devising tailored tactics to exploit opportunities and cope with threats posed by TRIPS. This paper also focuses on different sectors in high- and low-tech areas, illustrating how exactly TRIPS affects various types of industries.
