국문 초록

본 연구는 서울특별시에서 이루어진 지목변경이 토지의 경제적 가치에 미치는 영향을 정량적으로 평가하고, 이에 따른 정책적 시사점을 도출하고자 하였다. 2022년 8월부터 2023년 7월까지의 지목변경 사례 658건을 대상으로 개별공시지가, 토지가격비준표 및 보정 가중치를 적용하여 경제적 가치 변화를 분석한 결과, 지목변경 후 평균 약 9.8∼10.8%의 토지가치 상승이 확인되었다. 특히 개발 가능성이 높은지목변경은 가치 상승 효과가 두드러졌으며, 지목 유형에 따라 가치 변화는 폭이 상이하게 나타났다. 이러한 결과는 지목변경이 토지이용 및 세제 정책에 실질적 영향을 미치는 중요한 변수임을 시사한다. 본 연구를 통해 향후 지목 제도 개선, 비준율 체계 정비, 공시지가 현실화 등 관련 정책 수립에 있어 실증적이고 구체적인 기초자료로 활용될 수 있다.

영문 초록

This study aims to quantitatively evaluate the impact of land category (land-use type) changes on the economic value of land in Seoul and to derive corresponding policy implications. A total of 658 cases of land category changes that occurred between August 2022 and July 2023 were analyzed using individual officially assessed land prices, land price adjustment tables, and weighted correction factors to calculate changes in economic value. The analysis revealed that, on average, land value increased by approximately 9.8 to 10.8% following land category changes. In particular, conversions to land categories with higher development potential showed more significant increases in value, while the degree of value change varied depending on the type of land category involved. These findings suggest that land category changes are a critical factor influencing land use and taxation policies. The results of this study can serve as a concrete and empirical foundation for future improvements in the land categorization system, the refinement of adjustment coefficients, and the advancement of land price assessment policies.
