국문 초록

본 연구는 충주읍성 일대의 지역성을 보존하고 지역 내 가치 있는 건축물을 보호 및 활용하는 방법을 제안한다. 충주읍성은 조선시대 후기부터 근현대까지 경제·상업·행정·문화의 중심지였으나, 최근에는 공공기관 이전과 상업 중심지 변화로 인하여 쇠퇴하고 있다. 연구의 대상은 충주읍성 일대의 건축물과 역사문화유산으로, 문헌 연구와 현장 조사를 통해 역사문화자원과 인근 건축물의 연계 보존 및 활용 방안을 제안한다. 충주읍성 일대는 조선시대부터 1990년대까지 경제·상업·행정·문화 중심지였으나, 공공기관 이전 및 상가 이용 변화로 인해 쇠퇴하게 되었다. 또한 문화의 거리 조성사업과 도시재생사업이 수행되었으나, 이들 사업은 물리적 환경 개선에만 집중하여 지역성이 반영되지 않았다. 충주읍성 일대 건축물은 지역의 역사와 발전을 반영하는 중요한 요소로, 각 시기에 따른 건축 양식과 사용 목적을 통해 그 지역성이 나타난다. 1940년대와 1980년대 준공된 건축물은 각각 목조 및 조적조 혼용 구조 건축물과 철근콘크리트조 건축물이다. 건축물의 용도는 대부분 근린생활시설로, 점포가 높은 비중을 차지하고 있다. 외부 마감 재료는 시대적 특징과 경제적인 이유로 외부 도장용 페인트와 상아색 근대 타일을 주로 사용했으며, 판넬과 석재 마감 등 다양한 재료와 혼용되어 사용되었다. 충주읍성 일대의 지역성을 보존하기 위해서는 역사문화자원을 면적으로 보존하고 주변 가로 및 건축물과 연계하여 활용할 필요가 있다. 또한 시대별 충주읍성 일대 지역성을 보존하기 위해서는 ① 지역 공동체 문화 거점 공간 구축, ② 역사적 자료로 연계 활용, ③ 업종별 밀집되어 있는 상가를 연계적으로 활용해야한다.

영문 초록

This study proposes methods to preserve the regional identity of the Chungjueupseong Fortress area while protecting and utilizing valuable cultural heritage. Historically, Chungjueupseong Fortress has served as a center for economy, commerce, administration and culture from the late Joseon Dynasty to modern times. However, it has recently declined due to the relocation of public institutions and shifts in the commercial landscape. The focus of this research is on the architectural structures and cultural heritage of the Chungjueupseong Fortress area, suggesting integrated preservation and utilization strategies through literature reviews and fi eld surveys. Although this area functioned as a central hub for economy and culture until the 1990s, it has faced decline arising from the relocation of the city hall and changes in retail usage. Past initiatives such as Cultural Street Development and Urban Regeneration have primarily focused on physical improvements without adequately refl ecting the area’s regional character. The buildings within Chungjueupseong Fortress are vital elements that showcase the region’s history and identity through their architectural styles and functions over time. Structures built in the 1940s often feature mixed wood and masonry, while those from the 1980s predominantly consist of reinforced concrete. Most buildings serve as neighborhood facilities with a signifi cant number dedicated to retail. The exterior fi nishing materials primarily include paint and light-colored tiles, refl ecting historical and economic infl uences. To eff ectively preserve the regional identity of the Chungjueupseong Fortress area, it is essential to maintain cultural heritage in a linked manner and utilize them in conjunction with surrounding streets and buildings. Additionally, pre serving the regional identity across diff erent eras requires the establishment of community cultural hubs, historical material linkages, and integrated utilization of clustered commercial spaces.
