국문 초록

이 글은 일제강점기 충주지역을 대상으로 충주지역 화재발생과 소방조의 활동을 살 핀 연구이다. 충주는 전통적으로 내륙 수운을 담당하는 충청도의 중심지이다. 개항이 후에는 충주지역의 경제적 가능성에 주목한 일본인들이 거주하기 시작하였다. 을미사 변 이후 충주는 일제에 항거한 의병들의 중심지가 되었다. 충주지역 일본인들은 소방 조를 결성하였는데 화재진압보다는 의병활동으로 불안한 충주에서 자신들의 안전을 담보하기 위해서였다. 일제강점기 충주지역의 화재는 어떻게 발생하였을까? 화재에 대처하기 위하여 충주 소방조는 어떤 활동을 하였을까? 한국인과 일본인들은 충주소방조를 어떻게 운영하 였을까? 그리고 충주소방조의 활동은 어떠한 방향으로 이루어졌으며 다른 소방조와 성격상 어떠한 차이점이 있을까? 이러한 문제의식 아래 이 글은 일제강점기에 작성된 충주에 관한 문헌인 충주관찰 지, 충주발전지와 당대 소방조의 활동을 그린 목포, 군산, 광주소방조 연혁사, 그리고 충주 소방조의 활동을 보도한 당시의 신문자료 등을 분석하였다. 충주지역은 의병활동이 치열해지면서 충주지역에는 일본인 수비대가 1920년대까 지 주둔하였다. 일제의 의병탄압에 대한 상처로 인하여 항일 민족운동이 위축되고 충 북도청마저 청주로 옮겨가면서 충주 지역의 발전은 뒤처지게 되었다. 따라서 상수도 시설치와 교육시설과 병원 설치도 더디어졌다. 충주지역의 유지들은 한일간의 대립보다는 낙후된 충주지역의 발전을 견인하기 위 하여 노력하였다. 이같은 충주의 분위기를 반영하듯이 충주소방조에도 한국인 소방수 의 비중이 늘어났다. 소방조원들은 한일간의 민족적 갈등을 유지하기보다 화재진압과 수난구조 등 충주의 재난에 공동대응하는 양상을 보였다.

영문 초록

This article is a study that examines the fi re occurrence and fi re fi ghting activities in Chungju, Japanese colonial era. Chungju is the center of Chungcheong- do, which is traditionally in charge of inland water transportation. After the opening of the port, the Japanese, who paid attention to the economic potential of the Chungju region, began to reside. After the Eulmi Incident, Chungju became the center of righteous army who protested against the Japanese colonial rule. The Japanese in Chungju formed a fi refi ghting team to ensure their safety in Chungju, which is unstable due to volunteer army activities rather than extinguishing the fi re. How did the fi re in Chungju, Japanese colonial era occur? What activities did the Chungju Fire Department do to cope with the fi re? How did the Koreans and Japanese operate the Chungju Fire Department? And in what direction were the activities of the Chungju Fire Department carried out, and what are the diff erences in character from other fi re departments? Under this awareness of the problem, this article analyzed the Chungju Observation Paper, a document on Chungju written in Japanese colonial era, Mokpo, Gunsan, Gwangju Fire Brigade History depicting the activities of Chungju Fire Brigade, and newspaper materials at the time of reporting the activities of Chungju Fire Brigade. As volunteer army activities intensifi ed in the Chungju area, Japanese guards were stationed in the Chungju area until the 1920s. The development of the Chungju area was lagging as the anti-Japanese national movement was contracted due to the wounds against the Japanese imperialism, and even the Chungbuk Provincial Government moved to Cheongju. Therefore, the installation of water supply facilities, education facilities, and hospitals was also slow. The maintenance of the Chungju area tried to drive the development of the underdeveloped Chungju area rather than the confrontation between Korea and Japan. Refl ecting the atmosphere of Chungju, the proportion of Korean fi refi ghters increased in the Chungju Fire Brigade, and fi re crews responded jointly to Chungju’s disasters such as fi re extinguishing and rescue rather than maintaining national confl ict between Korea and Japan.
