국문 초록

The integration of “Command, Intelligence, and Action” is an essential measure for achieving the modernization of public security work. Optimizing the integrated operation mechanism of “Command, Intelligence, and Action” is a significant approach to accelerate the formation and enhancement of the new combat capabilities of the public security organs. Based on the content of the complex adaptive system theory, it is determined that the integrated operation mechanism of “Command, Intelligence, and Action” is a complex adaptive system from four aspects: the adaptability and diversity of the system subjects, and the nonlinearity and emergence of the operation mechanism. The echo model of the complex adaptive system theory is employed to model and analyze the emergent phenomena within it. Based on the above analysis, three optimization paths are proposed for enhancing the basic adaptive subjects: delegation of data rights, creation of technology building blocks, and implementation of collaborative responsibilities.

영문 초록

“情指行”一体化是实现公安工作现代化的必要举措。优化“情指行”一体化运行机制，是加快形成和提升公安机关新质战斗力重要途径。基于复杂适应系统理论的内容,从系统主体的适应性与多样性、运行机制的非线性与涌现性四个方面判定“情指行”一体化运行机制是复杂适应系统，并运用复杂适应系统理论的回声模型对其中的涌现现象模型化分析。基于上述分析，在提升基础适应性主体方面提出了数据权限下放、制作科技积木、落实协同责任三个优化路径。
