경제수석 김재익의 생애와 기업가정신

국문 초록

우리나라가 글로벌 사회에서 ‘나라다운 나라, 살기 좋은 나라’로 인정받고 글로벌 경제의 동반자로서의 기술과 경제 수준에 도달한 것은 이미 50여년 전부터 개방된 사회와 자율적인 체제를 위한 노력이 시작되었고 멸사봉공(滅私奉公)의 사명감을 갖고 일 하신 분들이 계셨기에 오늘날의 대한민국의 성장이 있었다. 1980년대 초반 대한민국의 경제안정화 정책과 기술개발에 있어 경제수석 김재익이 남긴경제철학은 ‘안정, 자율, 개방’으로 요약할 수 있다. 경제의 질적 성장에 초점을 두고 경제학자 미제스로부터 이어오는 기업가 정신을 통해 1977년 부가가치세 도입과 1982년 제1 차 통신혁명의 기반 확립, 1980년 물가안정을 위한 공정거래법 제정과 제로베이스 예산(ZBB：Zero Base Budget)을 통한 예산 동결이라는 혁신적인 여러 정책들을 마련하였다. 경제수석 김재익의 정책들이 모두 정답이었고 옳았다고는 할 수 없다. 그럼에도 불구하고 어려운 경제 상황이 올 때마다 우리는 김재익을 찾고 그에게 답을 찾으려 하는 이유는 다른 사람에게서는 찾을 수 없는 ‘인간을 중심으로’ 하는 경제철학과 기업가 정신이있었기 때문이었다고 결론 내리고 싶다.

영문 초록

The reason why the Republic of Korea has been recognized as a ‘country worthy of a country and a good place to live’ in the global society and has reached the level of technology and economy as a partner in the global economy is because efforts for an open society and autonomous system began about 50 years ago. Today’s Republic of Korea has grown because there were people who worked with a sense of duty to ‘abandon self-interest and strive for the public good. The economic philosophy left by Kim Jae-ik, who was the senior secretary for economic affairs for Korea’s economic stabilization policy and technology development in the early 1980s, was ‘stability, autonomy, and openness.’ He focused on the qualitative growth of the economy and through the entrepreneur- ship inherited from economist Mises, he introduced the value-added tax in 1977, established the foundation for the first communications revolution in 1982, enacted the Fair Trade Act for price stability in 1980, and established a zero base budget. Several innovative policies, including freezing the government budget, were enacted. It cannot be said that all of the policies of Kim Jae-ik, the senior secretary for economic affairs, were correct. Nevertheless, whenever difficult economic situations came, we thought about Kim Jae-ik’s policies. The main reason for trying to find a solution from him is because of ‘human-centered economic philosophy and entrepreneurship.’
