셉테드 사업의 범죄전이 및 이익확산 효과 분석 연구: 서울시 CPTED 사업지역 2곳을 중심으로

국문 초록

본 연구는 서울시 동작구 셉테드 사업지역 2곳의 범죄예방과와 WDQ 분석을 통한 범죄전이 및 이익확산효과를 분석하였다. 연구의 주요 결과는 다음과 같다. 먼저, 셉테드 사업의 범죄예방효과 분석결과, Site 1은 사업 후에 상위 행정동 대비 범죄가 크게 감소하였으나, Site 2는 상위 행정동보다 작게 감소한 것으로 나타났다. 사업 전후 Hotspot 분석결과, Site 2에 비해 Site 2의 Hotspot이 더 축소되었으나, 두 사업지역은 공통적으로 절도와 노상범죄가 감소하고 폭력이 증가한 것으로 나타났다. 다음으로 셉테드 사업의 범죄전이 및 이익확산 효과 분석 결과, 구역 단위의 분석에서는 전반적으로 완충지역에 이익확산 효과가 발생하였으나, Site 1은 주간범죄가 완충지역으로 전이되었으며, Site 2는 침입범죄와 야간범죄가 전이된 것으로 나타났다. 가로 단위의 범죄전이 및 이익확산 효과 분석에서, Site 1과 Site 2는 전반적으로 완충가로에 이익확산이 있었으나 Site 1은 야간범죄가, Site 2는 절도가 전이된 것으로 분석되었다. 본 연구는 사업의 효과 분석에 주로 사용하는 사업 전후 범죄 추세분석, Hotspot 분석에서 검증하지 못하는 범죄 전이 및 이익확산 효과를 분석하였다는 점에서 의의가 있다. 그러나, WDQ 분석의 특성상 분석 지역 설정의 임의성이 존재한다는 한계가 있어 후속 연구를 통해 분석 지역을 객관적으로 설정하는 방안을 모색할 계획이다.

영문 초록

In order to systematically analyze the effectiveness of the CPTED project, this study analyzed the crime prevention effect of the project as well as the effect of crime transfer and profit diffusion through WDQ analysis. The main results of the study are as follows. First, as a result of analyzing the crime prevention effect of the CPTED project, it was found that Site 1 decreased significantly compared to the upper administrative dong, but Site 2 decreased smaller than the upper administrative dong. As a result of the hotspot analysis before and after the project, Site 1's hotspot was reduced more than Site 2, but in the two business areas, theft and street crimes decreased and violence increased in common. Next, as a result of the analysis of the effect of crime transfer and profit diffusion of the CPTED project, the overall effect of profit diffusion occurred in the buffer zone in the area-level analysis, but in Site 1, daytime crimes were transferred to the buffer zone, and in Site 2, intrusion crimes and nighttime crimes were transferred. In the analysis of the effect of crime transfer and profit diffusion at the horizontal level, Site 1 and Site 2 generally had profit diffusion on the buffer zone, but Site 1 had night crimes and Site 2 had theft transferred.
