국문 초록

일반적으로 물류분야는 공공의 영역이기보다는 민간이 중심이되 산업활동이 이루어진다. 다만 관련 도로망, 철도망, 물류단지, 일부 정보망(해운항만물류정보시스템, 항공물류정보시스템) 등의 대규모 물류인프라 구축은 정부의 재정지원을 통해 건설되고 운영ㆍ지원되 민간과 공공을 이분법적으로 나누기는 어렵다. 세계화, 글로컬화 등의 흐름 속에서 전자상거래 및 수출입 무역의 급속한 발전으로 수많은 민간의 물류 관련 데이터가 생성되나 정부나 공공/연구기관/학계 등의 정책개발 및 실행, 연구목적 등을 위한민간의 데이터 공유는 개인정보법, 영업비밀 등의 사유로 공유에는 상당히 민감하고 쉽지 않다. 국내외로 유ㆍ출입 되는 화물물동량의 추정은 현재 부산항, 부산신항, 인천항 등의 주요항과 인천국제공항 등의 허브공항 등을 통해 관세, 화물통계 등의 목적으로일부 공공측면의 데이터가 축적ㆍ관리되나 그 이후 국내에서 어떠한 교통수단으로 규모별 물류센터를 거쳐 소비자 또는 공급자(사업자)에게 전달되는 지는 공개적으로 활용가능한 데이터가 부재해 데이터 분석에 기반을 둔 정책적 의사결정을 수행하기는 어려운 상황이다. 본 연구에서는 22년 6월부터 23년 12월까지 연구기간으로 델파이 연구방법론을 적용하여 민간부문의 데이터를 대리할 공공부문의 데이터들을 최대한 상호 연계하여 화물물동량의 흐름을 추정하는 통합물류 데이터 연계방향을 도출하였다. 국내에 교통물류 목적으로 활용가능한 국토교통 부문의 공공시스템을 최대한 활용해 시스템간 데이터 연계가 가능하도록 차량번호, BL번호, 컨테이너번호 3가지를 핵심 키값(Core Key Value)으로 적용하여 모든 공공시스템의 데이터를 하나로 연결하는 통합물류데이터베이스 시스템의 구축 방향을 제안하였다. 그간 육해공의 교통물류 부문의 각개 방식의 시스템 개발에서 통합물류적인 데이터베이스 구축관리를 위한 이정표 방향으로 표준화하여 제4차산업혁명의 디지털화 시대 혁신적인 물류활동 방향으로 선도 할수 있기를 기대한다.

영문 초록

In general, the logistics sector is centered on the private sector rather than the public sector, but industrial activities are carried out. However, the construction of large-scale logistics infrastructure such as related road networks, railroad networks, logistics complexes, and some information networks (shipping port logistics information system, air logistics information system) is built, operated, and supported by the government’s financial support, but it is difficult to divide the private sector and the public in a dichotomous manner. In the trend of globalization and glocalization, rapid development of e-commerce and import and export trade creates numerous private logistics-related data, but sharing private data for policy development and implementation by the government, public/research institutions, and research purposes is quite sensitive and difficult to share due to reasons such as the Personal Information Act and private trade secrets. Estimating the amount of cargo flowing into and out of Korea currently accumulates and manages some public data for customs and cargo statistics through major ports such as Busan Port, Busan New Port, and Incheon Port, and hub airports such as Incheon International Airport, but there is no publicly available data on what means of transportation is delivered to consumers or suppliers (businesses) through distribution centers by size in Korea, making it difficult to make policy decisions based on data analysis. In this study, the Delphi research methodology was applied from June 2022 to December 2023 to derive an integrated logistics data linkage diagram that estimates the flow of cargo volume by interconnecting public sector data to represent private sector data as much as possible. To this end, we propose a direction for the establishment of an integrated logistics database system that connects data from all public systems by utilizing three variables, BL numbers, and container numbers as key values so that data can be linked between systems by utilizing public systems in the land and transportation sector that can be used for transportation and logistics purposes in Korea. It is hoped that the development of various systems in the transportation and logistics sector of the land, sea, and air will be standardized as a milestone for the establishment and management of an integrated logistics database, leading to innovative logistics activities in the era of digitalization of the 4th industrial revolution.
