국문 초록

이념의 진화와 데이터 기반 디지털기술 혁신에 따라 경제산업구조가 변화하고 있다. 가격 기제를 중심으로 운영되는 전통적 상업경제체제에서 가격 외에 다양한 사회관계와 만족감에 의해 자원배분과 유인이 조절되는 공유경제체제가 진화하고 있다. 디지털혁명에 따른 공동생산과 공동투자, 협력적 소비의 확산으로 인해 공공서비스 생산·공급방식이 변화하고 있다. 일자리, 소득, 보건, 부동산, 저출산, 스마트도시, 기후변화, 탄소중립경제, 핀테크 등 다양한 정책수요에 대응한 정부 역할 정립도 조직구조적 접근보다 기능혁신적 접근을 요구받고 있다. 이러한 차원에서 공공기관 개혁은 민영화, 구조조정, 지배구조 혁신 등 다양한 전략이 적용될 수 있지만, 4차 산업혁명의 사회·경제적 요구에 대응한 스마트 대리정부를 구현하는 방향으로 추진되어야 한다. 특히 구조조정은 사후적 경영위기 극복뿐 아니라 자율책임경영 이념에 따라 재무구조 개선, 기능혁신, 조직효율화 등 디지털 혁신 시대에 사전적 경영효율화 차원에서 추진될 수 있다. 본 논문은 디지털 혁신시대의 특징을 분석하고, 전력, 가스의 에너지 분야, 철도, 공항의 교통분야 구조조정 사례를 검토함으로써 공공기관 구조조정 추진 방향과 전략에 대해 논의하며, 이를 토대로 공운법 제14조 개정방향을 제안한다.

영문 초록

An economic and industrial structure has increasingly changed to data economy as a social paradigm has evolved with advanced digital technology. A new sharing economic system, in which resource is allocated and incentive is adjusted in accordance with social relation and satisfaction in addition to price mechanism, has expanded as replacing a traditional commercial economy. Accordingly, the extension of coproduction, coinvestment and collaborative consumption, in line with digital transformation reinforced, has changed the mode of supply and production of public services. Thus, innovation of public bodies should be pursued to create smart agent government in order to respond effectively new policy demands such as carbon-free economy, income bipolarization, fin-tech, smart city, and low fertility rate in the fourth industrial revolution. This means that government roles need to be redefined not from an organizational structural approach but from an innovative functional approach. A few strategies ― for instance, privatization, workout, and governance innovation ― can be used to restructure public bodies. In particular, workout is recently used, not only to overcome ex-post managerial crisis, but also to pursue ex-ante operational efficiency in financial, functional, and organizational management. In this context, this paper aims to examine implications of workout policy cases in electricity, gas, railways and airports industry, to discuss strategies and direction to workout public bodies, and ultimately to suggest a revision of the 14th article of the Public Bodies Steering Act.
