신라말 고려초 ‘府’의 설치와 ‘甫城府’

국문 초록

이 글은 고대 청송 지역에 설치되었던 ‘甫城府’의 실체를 파악하기 위하여 신 라말 고려초의 ‘府’를 검토 대상으로 삼아 고찰한 것이다. 특히, ‘府’의 설치 시기와 성격 문제는 ‘甫城府’를 이해하는데 주요한 관건이 된다는 측면에서 이를 상세하 게 규명해 보고자 하였다. 이를 위해, 첫째, 신라말 고려 초에 설치･운영된 ‘府’의 실상에 접근해 보았다. 특히, 신라에서 설치한 ‘府’와 고려에서 설치한 ‘府’를 구분해 이해함으로써 당해 시기의 역사적 변천상을 고찰할 수 있었다. 둘째, 신라말의 상황에서 고려와 후백 제의 접경지역에 위치하는 청송 지역에 주목하였다. 이 지역의 ‘진보성주’ 홍술과 ‘재암성장군’ 선필의 활동 내용을 자세하게 분석함으로써 ‘甫城府’를 둘러싼 청송 지역의 領域을 파악할 수 있었다. 그 결과 신라말 고려 초에 설치･운영된 ‘府’의 설치와 존재 양상에 접근할 수 있었다. 그 가운데 하나였던 ‘甫城府’의 설치는 신라의 군사 전략적 요충지 및 교 통로로서의 중요성을 반영한 것이었음을 찾아볼 수 있었다. 또한 사료를 통해서 그동안 간과하였던 ‘義城府’와 ‘甫城府’의 領域 문제를 규명할 수 있었다. 그를 통 해, ‘甫城府’는 청송 지역 최초의 ‘통합 행정 관부’라는 점을 밝힐 수 있었다.

영문 초록

This article examines the ‘Bu(府)’ of the Late Silla and Early Goryeo Dynasty in order to understand the reality of ‘Bosung Bu(甫城府)’ established in the ancient Cheongsong region. In particular, we attempted to investigate in detail the issue of the establishment period and subject of ‘Bu (府)’, as they are major keys to understanding ‘Bosung Bu(甫城府)’. To this end, first, we tried to approach the reality of the ‘Bu(府)’ established and operated in the Late Silla and Early Goryeo period, and in particular, by distinguishing between the ‘Bu(府)’ established in Silla and the ‘Bu(府)’ established in Goryeo, we attempted to understand the We were able to examine historical changes. Second, by focusing on the Cheongsong region located on the border between Goryeo and Baekje in the context of the Late Silla Dynasty, and analyzing in detail the activities of ‘Jinbo Castle owner’ Hong Sul and ‘Jaeam Castle General’ Seon Pil in this area, surrounding ‘Bosung Bu(甫城 府)’ We were able to identify the fortress of the Cheongsong region. As a result, it was possible to access the establishment and existence of ‘Bu(府)’ established and operated in the Late Silla and Early Goryeo period, and the establishment of ‘Bosung Bu(甫城府)’, one of them, reflected the importance of Silla's military strategic point and transportation. I was able to find it. In addition, through the historical materials, it was possible to identify the problem of the origins of ‘Euisung Bu(義城府)’ and ‘Bosung Bu(甫城 府)’, which had been overlooked until now, and through this, it was possible to reveal that ‘Bosung Bu(甫城府)’ was the first ‘Integrated administrative office’ in the Cheongsong region.
