영문 초록

This study aims to review 4 special acts which are related with new cities' construction and find out the problems and improvements within planning system and procedures. In addition, together with various stakeholders' participation for successful implementation of national projects, following endeavors are also necessary. Firstly, consistency in government policy is important because national balanced development policy should be propelled in harmony with other plans. Secondly, persistent assistance and minimum periods are necessary to cause an anticipating effects that policies have some specific goals. Evaluating the policy within short term is not desirable method. Thirdly, conserving the native populations and community and preserving their traditional culture in designated area after development is also an important factor.
