국문 초록

한국은 세계적으로 교육에 대한 열의를 인정받은 나라이며, 이 같은 한국의 교육 열풍은 학부모, 학생, 정부, 사교육 시스템이 제 역할을 다하여 준 덕분일 것이다. 하지만 위 다자간의 관계에서 전제가 되어야 할 입시 공정성은 개념과 적용에 난해함과 모호함이 뒤따르고 있다. 본 연구는 미국과 일본에서 입시 공정성과 관련해 이슈가 되었던 사건을 중심으로 소개하고, 문제점을 고민하고자 한다. 특히 『Advancing Racial Equity and Support for Underserved Communities Through the Federal Government』의 구체적인 내용을 살펴본다. 아울러 해당 연구의 구체적인 목적은 다음과 같다. 첫째, 정성적 평가는 정량적 평가에 비해 객관적이기 어렵기 때문에 다양한 가치판단이 개입될 가능성이 정량평가에 비해 상대적으로 높다고 볼 수 있다. 따라서 한국의 입시는 공정성, 불평등, 차별의 문제를 고민하지 않을 수 없으며, 정유라 사건, 숙명여고 쌍둥이 사건, 조국 사건을 겪으면서 국가적 차원에서 공정시스템 점검의 필요성이 제기되었다. 이에 한국보다 먼저 고등교육법을 제정하고 시행한 미국의 교육 시스템의 목적, 구체적 조문, 실행 체계 등을 소개하고, 미국의 법과 정책에서의 ‘공정’을 실현하기 위한 과정과 절차를 살펴본다. 둘째, 미국과 일본에서 입시공정성과 관련해 이슈가 되었던 사건을 간략하게 소개하고, 미국과 일본의 입시 과정에서 불공정과 부정의 양태를 살펴보고자 한다. 위 연구 과정은 단순히 입시 비리·부정에 대한 각국의 법과 정책의 적용 상황을 넘어, 전반적인 사회 구조적 시스템의 문제점과 현황을 살펴볼 수 있는 기회가 될 것이다.

영문 초록

Korea is a country recognized globally for its enthusiasm for education, and Korea's education craze is thanks to the parents, students, government, and private education system playing their roles. However, fairness in admissions, which should be a prerequisite for the above multi-party relationship, is difficult and ambiguous in its concept and application. Accordingly, this study aims to introduce cases that became an issue in the United States and Japan and consider the problems. In particular, we would like to look at the specific contents of 『Advancing Racial Equity and Support for Underserved Communities Through the Federal Government』. The main objectives of this study are as follows. First, because qualitative evaluation is less objective than quantitative evaluation, the possibility of various value judgments being involved is relatively higher than quantitative evaluation. Korea's college entrance exam cannot help but worry about the issues of fairness/inequality/discrimination, and the need for a nationwide inspection of the fair system has emerged following the Jeong Yu-ra/Sookmyung Women's High School twins/Cho Kuk incident. Accordingly, the thesis would like to introduce the purpose/ specific provisions/implementation system of the American education system that enacted and implemented the Higher Education Act. Second, the thesis would like to find, introduce, and analyze cases related to college entrance exams in the United States and also introduce incidents that became an issue in Japan. This will be an opportunity to look at the problems and status of the overall social structural system, beyond simply the application of each country's laws and policies. Third, the thesis aims to introduce and analyze laws and policies/cases to understand the current situation and suggest future directions for education.
